En un contexto donde los cubanos ya no necesitan permiso para viajar al extranjero, pueden comprar y vender casas y autos, e incluso traspasar sus propiedades, podrían ahora sumar una nueva prebenda: la posibilidad de ceder su teléfono privado en casos definitivos como muerte o abandono definitivo del territorio nacional.
La Empresa de Telecomunicaciones de Cuba (ETECSA) -el monopolio estatal de las comunicaciones- y el Ministerio de Justicia analizan añadir una cláusula en el momento de realizar un contrato, mediante la cual el dueño del equipo y la línea tendría derecho a “cederlo a un hijo, hermano, familiar cercano u otra persona”, algo hasta el momento imposible en la isla.
Durante décadas, la propiedad del teléfono -como la de viviendas y automóviles- fue prácticamente intransferible. La línea telefónica perteneciente a una persona que abandonaba el país, era desconectada en el momento de la salida, sin opción de traspaso a un familiar,
Olga Lidia Pérez, directora de Notaría y Registros Civiles en la cartera de Justicia, informó que en el mismo momento de la confección del contrato, el titular podrá colocar el nombre de la persona a quien se le entregaría el teléfono con un efecto post portem o salidas con no retorno al pais.
La funcionaria dijo que la decisión se corresponde con el aumento de suscripciones contractuales en ETECSA, lo cual incrementa la demanda de documentos notariales y registrales, y provoca una congestión innecesaria en las oficinas de la entidad.
Trámite sin papeleo
El trámite sería automático, sin necesidad de la parafernalia de certificaciones legales, cuya expedición se convierte en un verdadero dolor de cabeza en medio de la inefectiva burocracia estatal. En la mayoría de los casos, el carné de identidad sería suficiente para realizar el traspaso de propiedad.
La información ofrecida por los medios cubanos no abunda si de hacerse efectiva la regulación, se aplicaria tanto en la telefonía fija como en la móvil, teniendo en cuenta que para ambas es necesario tener un contrato.
Pero una fuente vinculada a ETECSA confirmó a CaféFuerte que la medida aplicará para ambas opciones de telefonía.
Según datos oficiales, en Cuba operaban el pasado año alrededor de tres millones de líneas, de las cuales más de 1,750,000 eran celulares, Los pronósticos estatales apuntaban que para fines del 2013 la cifra de líneas móviles alcanzara los dos millones.
Sin embargo, los teléfonos fijos de particulares son 884,824, a razón de 0.24 por vivienda en el país. De ellos, 19,150 no funcionan. Se estima que del total de líneas telefónicas fijas instaladas, un 40 por ciento está en estado de obsolescencia,
