DESDE MI VENTANA: RELACIONES DE CUBA Y EEUU: Tres razones cubanas para no estar de acuerdo con la reconciliación INCONDICIONAL.
A los cubanos demócratas no les interesa ni conviene que la dictadura de los Castro se salte a la oposición y entable una negociación política con Estados Unidos. El problema esencial de Cuba no es la rivalidad entre los dos gobiernos, sino el hecho de que en la Isla existe una dictadura de partido único de corte estalinista que no escucha a la sociedad. Las transiciones comienzan cuando el poder reconoce la existencia de opositores legítimos. El paso previo a la reconciliación EEUU-Cuba debe ser la admisión de que en la Isla existen unos cubanos que tienen derecho a opinar sobre el destino del país.
La reconciliación incondicional entre EEUU y Cuba envía una poderosa señal internacional que confirma que la dictadura de Raúl Castro es un gobierno normal con el que se debe y puede establecer cualquier tipo de vínculo. Tras la normalización de los lazos entre los dos países vendrán diversos tipos de ayudas y subsidios económicos impulsados por intereses que carecen de resortes morales. Esto reforzará la permanencia de la dinastía militar en el poder.
Esa cordial entente entre los dos países dejaría aún más solos a los disidentes, presos políticos y, en general, a los demócratas de la oposición que desean y buscan un cambio político pacífico, pero real. Lo verían como una traición a los ideales de la libertad y el respeto por los Derechos Humanos que Estados Unidos dice defender. Es esencial que la dictadura ratifique oficialmente el compromiso de respeto a los Derechos Humanos que en el 2007 hizo con la ONU el entonces canciller Felipe Pérez Roque. Entonces se comprometió a que el Gobierno cubano suscribiría el Pacto Internacional de Derechos Económicos, Sociales y Culturales y el Pacto Internacional de Derechos Civiles y Políticos aprobado en 1976 por Naciones Unidas. Sería una débil señal de rectificación, pero por algo se comienza. En todo caso, hasta que la disidencia democrática no dé su visto bueno, Washington no debe moverse. Es lo que les conviene a los norteamericanos y a los cubanos.

A Cuban democrats are not interested nor desirable that the dictatorship of the Castro jump over the cuban opposition and initiate political negotiations with the United States. The essential problem in Cuba is no rivalry between the two governments, but the fact that on the island there is a one-party dictatorship of Stalinists who does not listen to society. Transitions begin when the power recognizes the existence of legitimate opponents. Prior to the US- Cuba reconciliation step should be to admit that there are some Cubans who have a saying in the destiny of the country on the island .
Unconditional reconciliation between the U.S. and Cuba sends a powerful international signal confirming that the dictatorship of Raul Castro is a normal government which can and must establish any link . After the normalization of ties between the two countries come different types of aid and economic subsidies driven by interests that lack moral purposes. This will reinforce the permanence of military dynasty in power.
That cordiale entente between the two countries would further will leave their own dissidents , political prisoners and, in general , the democrat opposition who want and seek peaceful political, a change, but real. What would be a betrayal of the ideals of freedom and respect for human rights that the United States claims to defend . It is essential that the dictatorship officially ratify the commitment made in the United Nations in 2007 by then Foreign Minister Felipe Perez Roque for the respect for human rights. Then he pledged that the Cuban government would sign the International Covenant on Economic , Social and Cultural Rights and the International Covenant on Civil and Political Rights adopted by the UN in 1976 . It would be a weak signal rectification, but something you start . In any case, until the democratic opposition does not give its approval , Washington should not move.
