MÚSICO CUBANO ATRAPADO EN UN LABERINTO DE PAPEL.

Rogelio Betancourt Suárez no es un delincuente ni un prófugo de la justicia. Y, sin embargo, Cuba, España y Marruecos le han cerrado sus puertas. Nació en Cuba, pero no puede volver allí por haber salido por más tiempo del permitido. Se mudó a España hace 15 años y obtuvo el permiso de residencia, pero este ha caducado; probó suerte en Marruecos con un contrato de trabajo temporal, que finalizó a los seis meses y con él su visado. Ahora busca cada día un lugar para dormir en las calles marroquíes. Rogelio, que cumplirá 50 años el 3 de julio, se encuentra en un limbo legal.
El cubano, de abuela española, emigró a España en 1999, junto con otros seis músicos, con un visado de intercambio cultural de medio año para tocar la trompeta en una orquesta de Ourense. Consiguió fácilmente la residencia española durante un año, y en 2004 obtuvo el permiso de residencia permanente. Pero cinco años más tarde su madre, que vive en Camagüey (Cuba), enfermó, y en septiembre de 2009 Betancourt decidió regresar a su tierra natal por una temporada corta. Según la ley cubana, un ciudadano no puede salir de este país por más de 24 meses sin un visado especial. Un permiso que el músico no tenía. Aun así, le permitieron entrar por tener residencia española.
La estancia en su país se alargó más de lo previsto y de lo permitido. Un año y medio después regresó a España, porque debía renovar su permiso de residencia que vencía en abril de 2011. Pero se lo denegaron. La ley española prohíbe salir de la Península durante más de 180 días en un periodo de un año. Tampoco podía regresar a Cuba, ya que había perdido la residencia española. Rogelio Betancourt pasó a ser un inmigrante irregular.

Comenzó a ganarse la vida tocando su trompeta junto a mariachis en la Puerta del Sol en Madrid, luchando contra las amenazas constantes de la policía de echarle de su nuevo escenario. Y, cuando el pesimismo comenzaba a invadir sus pensamientos, recibió una oferta de trabajo: tocar durante ocho meses en el lujoso restaurante mexicano La Cantina en Marrakech (Marruecos). Obtuvo el visado para ir, pero no sabía que este permiso era un billete sin regreso. Llegó al país africano en diciembre de 2012 y en julio de 2013, cuando intentó regresar a Madrid, se topó con la tercera puerta cerrada: sin la residencia española vigente no podía volver a España. Y su visado marroquí ha caducado. Pasó a ser, otra vez, un sin papeles. “Por las noches dormía en la calle, pasaba frío y muchas veces llovía. Solo rogaba a Dios que amaneciera. Una de mis primeras noches me robaron lo que me había acompañado por años: mi trompeta”, cuenta Betancourt a través de su teléfono móvil.

Ninguno de los tres Gobiernos se hace responsable de su situación porque, legalmente, ninguno tiene por qué hacerse responsable. Mientras tanto, al trompetista se le apagan poco a poco las pupilas. Tiene la cara demacrada y los huesos le tensan la piel.“No me gustaba pedir y menos robar, pero cuando veía cómo la gente disfruta de su comida cogía una frutilla de aquí y otra de allá. Y bebía agua, mucha agua”, confiesa. Habla en pasado porque, aunque sigue buscando un rincón para pasar la noche alejado de la lluvia y de la inseguridad que asalta las madrugadas y perturba los sueños, ha recuperado la esperanza: Tobias Olegart, el novio alemán de una cantante con la que Rogelio había coincidido en el restaurante marroquí en el que tocaba, ha grabado un vídeo para ayudarlo y lo ha colgado en la web change.org, para reunir firmas. Además, una mujer le ha conseguido un trabajo como empleado del hogar.
Con ese contrato en mano, Betancourt intentó, una vez más, solicitar un visado español. El pasado marzo recibió la respuesta: denegado por carecer de residencia legal. Una residencia legal que no puede tener, porque en Cuba, según la ley 989/1961, se considera que un cubano abandona su país si no regresa dentro del plazo para el que se ha autorizado su salida y, en esta situación, todos sus bienes se confiscan. Con ayuda de un abogado el músico recurrió la negativa del consulado, pero recibió una nueva negativa en abril. “Leer eso fue horrible. Sentí que perdía la poca esperanza que me quedaba. Estoy hasta barajando la posibilidad de colarme por el monte y saltar la valla, pero el abogado y una organización cubana me han pedido que espere”, relata el trompetista. “Su situación es muy similar a la de un apátrida”, afirma su abogado, Julián Pérez Rodríguez, que va a volver a presentar recurso. A Rogelio Betancourt le quedan más días de incertidumbre. No sabe si podrá salir de este triángulo de las bermudas de forma legal o a través de los montes.

Rogelio Suarez Betancourt is not a criminal or a fugitive from justice. Yet , Cuba , Spain and Morocco have closed their doors. Born in Cuba , but it can not have gone back there for longer than permitted. He moved to Spain 15 years ago and obtained a residence permit , but it has expired ; he tried his luck in Morocco with a temporary contract , which ended at six months and with him his visa.
