El gobierno cubano estudia la opción de rebajar a tres años el tiempo de prohibición de entrada al país luego de un acto de emigración ilegal y planea ampliar la cantidad de divisas que los viajeros pueden ingresar sin necesidad de declararlas oficialmente.
Ambas medidas están en un nivel avanzado de análisis para su implementación, y constituirían nuevas modificaciones a las normas migratorias y aduanales vigentes, según informó un funcionario de la Dirección de Identificación, Inmigración y Extranjería del Ministerio del Interior (MININT).
La fuente -que pidió no ser identificada- dijo a CaféFuerte que ho había una fecha prevista para la aplicación de las nuevas medidas, pero no descartó que pudieran implementarse durante este año.
La nueva política migratoria, puesta en marcha en enero del 2013, permite el retorno temporal al país a personas que salieron ilegalmente del país en una fecha posterior a posterior a 1990, siempre que hayan transcurrido más de ocho años del hecho que dio origen a la prohibición. Se exceptúan de la posibilidad de retornar quienes salieron a través de la Base Naval de Guantánamo -fuera del éxodo de 1994-, atendiendo a razones de defensa y seguridad nacional.
RESISTENCIA.
En cuanto a la entrada de dinero no hay restricciones en la cantidad de moneda convertible y el viajero solo declara el monto total si excede los $5,000 dólares estadounidenses.
“La medida de ampliar la cantidad de divisas que pueden entrarse sin declarar ha encontrado un poco de resistencia dentro del grupo de trabajo, pues eso daría margen a las operaciones de lavado de dinero, narcotráfico, entre otras posibles causas negativas”, complementó el funcionario, que no especificó la nueva suma a autorizarse.
Agregó que hasta el momento “es un tema que se ha tratado con suma discreción” dentro del organismo.
De acuerdo con la fuente, se estudian además al menos tres cambios dentro de las disposiciones migratorias, algunos concernientes a la entrada y movimiento en el país de representantes del sector privado, aunque se negó a dar más detalles sobre el asunto.
Los planes gubernamentales parecen apuntar a un mayor ingreso de capital al país y el aporte monetario de los emigrados a la economía nacional en el menor tiempo posible, aunque dejando un espacio prudencial para la penalización por el acto de salida ilegal.
Los indicios sobre una nueva regulación sobre el ingreso de dinero al país se produce tras recientes movidas de la Aduana General de Cuba respecto al listado de agencias reconocidas a operar servicios de bultos y mensajería desde Estados Unidos, y la advertencia sobre encomiendas de paquetes ajenos, que podrían terminar en sanciones penales para los viajeros,

The Cuban government is considering the option to downgrade to three years the period of prohibition of entry to the country after an act of illegal immigration and plans to expand the amount of currency that travelers can enter without formally declaring them.
Both measures are at an advanced level of analysis for implementation, and would be further changes to the immigration and customs regulations in force , according to an official of the Bureau of Identification , Immigration and Nationality Ministry of Interior (MININT ) .
The source , who requested anonymity , told CaféFuerte that ho was a planned implementation date of the new measures , but did not rule that could be implemented this year.
The new immigration policy , launched in January 2013, allows temporary return to the country to people who left the country illegally at a later date after 1990 , provided more than eight years of the event giving rise to the elapsed ban. Exceptions to the possibility of returning those who left through – Guantánamo Naval Base outside the exodus of 1994 – serving the interests of defense and national security.
