LLEVARÁ A CUBA CANCILLER ESPAÑOL “MENSAJES CONCRETOS” DE WASHINGTON.
El ministro español de Asuntos Exteriores, José Manuel García-Margallo, aterrizará este domingo en La Habana con el encargo de trasladar a las autoridades cubanas “mensajes muy concretos” de la Administración Obama, indicaron fuentes diplomáticas citadas por el diario El País. García-Margallo mantiene “una comunicación muy fluida” con el secretario de Estado norteamericano, John Kerry, señaló la publicación.
Añadió que, aunque las fuentes no quisieron revelar el contenido del mensaje, es probable que esté relacionado con la Cumbre de las Américas que se celebrará en abril próximo en Panamá y a la cual Raúl Castro ha sido invitado por primera vez.
Según El País, fuentes estadounidenses consideran muy difícil que el presidente estadounidense, Barack Obama, se vea con Raúl Castro si no hay “un gesto” por parte de La Habana. Y ese gesto podría ser sugerido por García-Margallo.
El más esperado, aunque poco probable, es la liberación del contratista estadounidense Alan Gross, encarcelado en la Isla desde hace cinco años por introducir equipos de acceso a internet prohibidos por el régimen cubano. Hasta el momento, La Habana se ha negado a liberarlo porque pretende canjearlo por sus tres espías presos en Estados Unidos.
García-Margallo será el primer ministro español que visita Cuba desde 2010, cuando lo hizo su antecesor socialista, Miguel Ángel Moratinos. Desde que gobierna el Partido Popular (PP), solo el presidente gallego, Alberto Núñez Feijóo, y el director general para Iberoamérica, Pablo Gómez Olea, han viajado a la Isla. El secretario de Estado de Comercio, Jaime García Legaz, tenía previsto acudir a principios de mes a la Feria Internacional de La Habana, pero canceló su visita.
Fuentes diplomáticas españolas citadas por EFE dijeron que la agenda de García-Margallo en La Habana incluye encuentros con los ministros de Exteriores, Bruno Rodríguez; de Comercio Exterior e Inversión Exterior, Rodrigo Malmierca, y el vicepresidente del Consejo de Ministros, Ricardo Cabrisas; así como con el cardenal Jaime Ortega y otros miembros de la Conferencia Episcopal cubana. Es posible que también la posibilidad de que sea recibido por Raúl Castro.
El canciller tratará de impulsar las relaciones entre ambos país en los ámbitos de cooperación consular y de agenda internacional, señalaron las fuentes.
Resaltaron que el ministro intentará impulsar además las relaciones económicas y la presencia de más empresas españolas en el mercado cubano.
El pasado año se marcó un nuevo récord histórico de exportación, con 798 millones de euros y un saldo comercial favorable a España.
NÚMERO DE CUBANOS-ESPAÑOLES EN CUBA CRECIENDO.
En materia consular, el canciller tiene previsto plantear a las autoridades de la Isla un apoyo logístico para atender a la colonia española que está experimentando un aumento espectacular tras la aplicación de la Ley de Memoria Histórica.
Actualmente hay en Cuba 118.500 españoles, de los que 82.800 son nuevos nacionalizados gracias a la aplicación de la ley.
Además unos 119.000 hijos de españoles podrían optar por la nacionalidad de sus padres, por lo que en los próximos años la cifra total de españoles en Cuba podría ascender a 400.000.
La agenda también incluye una conferencia en el Instituto Superior de Relaciones Internacionales de La Habana, donde García-Margallo exaltará el valor del consenso que presidió la Transición española, un guiño aparente a la situación de Cuba. Pese al tema, hasta el momento sigue sin haber indicios de que el ministro tenga intenciones de encontrarse con disidentes.
NEGACIÓN DE LOS EEUU SOBRE LA NOTA.
Dias despues de la publicación de esta nota, fuentes del Departamento de Estado norteamericano declaraciones del periódico El País, que EEUU esté enviando “mensajes muy concretos” al régimen cubano a través del canciller español, José Manuel García-Margallo, tal y como informó el rotativo español este domingo. Un alto funcionario del Gobierno norteamericano, citado por El País, sostiene que “no es verdad”.
Por su parte, fuentes del Departamento de Estado consultadas por el diario señalaron que “una cosa es que España le diga a Cuba que [liberar a Alan Gross] sería un buen paso, y nosotros lo saludaríamos. Pero no vamos a sugerir que estamos trabajando a través de España en esto”.
Las mismas fuentes añadieron: “No confirmamos. Nos remitimos al gobierno de España para cuestiones sobre el viaje del ministro”.

SPANISH FOREIGN MINISTER WILL CARRY TO CUBA “SPECIFIC MESSAGES” FROM WASHINGTON.
The Spanish Foreign Minister Jose Manuel Garcia-Margallo, will land on Sunday in Havana with the task of transferring to the Cuban authorities “very specific messages” of the Obama Administration, diplomatic sources cited by the newspaper El País. García-Margallo remains “a very fluid communication” with US Secretary of State, John Kerry, said the publication.
He added that, although the sources refused to disclose the contents of the message, you are probably related to the Summit of the Americas to be held in April in Panama and that Raul Castro has been invited for the first time.

Spanish diplomatic sources cited by Reuters said the agenda García-Margallo in Havana includes meetings with the Foreign Ministers, Bruno Rodríguez; Foreign Trade and Foreign Investment, Rodrigo Malmierca, and Vice President of the Council of Ministers, Ricardo Cabrisas; and with Cardinal Jaime Ortega and other members of the Cuban Episcopal Conference. It is possible that also the possibility that it is received by Raul Castro.
The Chancellor will seek to boost ties between the two country in the fields of consular cooperation and international agenda, the sources said.
They stressed that the minister will also seek to boost economic relations and the presence of more Spanish companies in the Cuban market.

CUBAN-SPANISH CITIZENS IN CUBA GROWING.

Days after this news were published sources State Department rejected the newspaper El País note that US is sending “very specific messages” to the Cuban regime through the Spanish Foreign Minister Jose Manuel Garcia-Margallo, as Spanish newspaper reported Sunday. A senior US government official quoted by El Pais says that “not true”.
Meanwhile, sources in the State Department consulted by the newspaper noted that “one thing is that Spain tell Cuba to [release Alan Gross] would be a good step, and we would welcome. But we’re not going to suggest that we are working by Spain in this. ”
The sources added: “We refer not confirm the government of Spain to questions about the journey of the minister.”.
