Vidal explained that the meeting United States gave them a “general information” about measures taken last January 16, which substantially alleviate the “lock” to loosen travel restrictions to the island, remittances or exports some goods such as telecommunications equipment.
The Cuban representative said that his country is “studying these regulations,” because “the advice of lawyers is needed to understand its scope”.
On the specific issue of telecommunications, confirmed that the Cuban government is willing to receive US companies in this sector to “explore business opportunities beneficial to both parties.”
Vidal stressed that these meetings have served to confirm that Cuba and the US have to continue working in their areas of common interest, although still maintain “profound differences, which are to be maintained because both countries have strong convictions.”

Cuba y Estados Unidos concluyeron hoy sus primeras conversaciones oficiales con la voluntad de seguir dialogando y avanzar en el restablecimiento de sus relaciones diplomáticas, a pesar de que mantienen diferencias en varios asuntos, entre ellos los derechos humanos.
“Como elemento central de nuestra política, presionamos al gobierno cubano para que mejore las condiciones de los derechos humanos, incluida la libertad de expresión y de reunión”, señaló la delegación estadounidense en una declaración entregada a la prensa.
La jefa de la delegación cubana, Josefina Vidal, indicó que el término “presionar” no fue utilizado en las reuniones y que la discusión sobre derechos humanos fue “un intercambio en el que cada parte confirmó sus posiciones y concepciones sobre el tema”.
“Cuba ratificó su propuesta de sostener un diálogo específico en una fecha por determinar para abordar a nivel de expertos nuestras visiones sobre este asunto”, indicó Vidal en una intervención ante la prensa al terminar la última reunión de la jornada.
Añadió que Cuba reiteró la propuesta que hizo a EEUU hace un año para sostener un diálogo sobre derechos humanos y democracia “respetuoso y sobre bases de reciprocidad” porque, según dijo, la isla tiene “experiencias interesantes” que compartir en esta materia.
Después de conversar sobre el procedimiento a seguir para retomar sus vínculos diplomáticos en la reunión de la mañana; en la tarde las partes repasaron “las áreas de cooperación bilateral e identificaron nuevas esferas en las que puede colaborar en un futuro”.
Revisaron el estado de sus acuerdos de cooperación en temas como seguridad aérea y de aviación y la respuesta ante vertidos de hidrocarburos; además de ampliar la colaboración en la lucha contra el narcotráfico, el terrorismo y las epidemias.
Sobre esta última cuestión, la delegación cubana propuso sostener un encuentro para cooperar en la lucha “efectiva y eficaz” contra el virus del ébola.
Cuba planteó a EEUU la posibilidad de colaborar en áreas como la protección del medio ambiente, mitigación del cambio climático y áreas marinas protegidas e hidrografía; además de discutir la delimitación de la zona oriental en el Golfo de México con los gobiernos de EEUU y México.
Los cubanos también plantearon su interés en implementar un plan piloto para establecer correo postal directo entre Cuba y EEUU.
Vidal explicó que en la reunión Estados Unidos les brindó una “información general” sobre medidas adoptadas el pasado 16 de enero, que alivian considerablemente el “bloqueo”, al flexibilizar las limitaciones para viajar a la isla, al envío de remesas o a las exportaciones de algunos bienes, como equipos de telecomunicaciones.
La representante cubana indicó que su país está “estudiando esas regulaciones” porque “se necesita la asesoría de abogados para comprender su alcance”.
En el tema concreto de las telecomunicaciones, confirmó que el Gobierno cubano está dispuesto a recibir a compañías estadounidenses de ese sector para “explorar posibilidades de negocios beneficiosas para ambas partes”.
Vidal subrayó que estas reuniones han servido para confirmar que Cuba y EEUU tienen que seguir trabajando en sus áreas de interés común, a pesar de que todavía mantienen “profundas diferencias, que se van a mantener porque ambos países tienen convicciones muy firmes”.
La delegación estadounidense, encabezada por la secretaria adjunta para Latinoamérica, Roberta Jacobson, también reiteró su disposición a continuar este diálogo, que se desarrolló de modo “constructivo y alentador”, pese a “diferencias significativas”.
Las delegaciones de ambos países definirán “próximamente” las fechas en las que se verán de nuevo para avanzar en el tema del restablecimiento de sus relaciones diplomáticas y la apertura de embajadas.
