Havana seeks to increase the access of its citizens to the Internet without modifying the state monopoly on telecommunications, a senior US official close to the talks with the Cuban regime on technology said Monday, AFP reports.
The government of Cuba “is seeking mechanisms, in the first instance, expand connectivity while maintaining its market management mechanism, which is obviously very different from ours,” said a source from the State Department.
The Cuban regime is “extremely enthusiastic” to advance the expansion of telecommunications on the island, he added.
The official, who spoke on condition of anonymity, questioned Havana to fulfill the goals set by the UN to provide internet to 60% of the population and 50% of households by 2020, without allowing the entry of competitors and a multiplicity private investors to their limited telecommunications market.
Private connections on the island are strictly regulated by the state and only amounted to 3.4% of households in 2013, according to the International Telecommunication Union, United Nations agency.
But the source said the possibility of a change in the state monopoly of communications in the communist country was not mentioned in recent bilateral meetings, and that any deregulation of the sector looks unlikely.
Cuba “would not be the only market in the world with a single supplier,” said the source.
Last week, a delegation from the US government, led by Deputy Assistant Secretary of State Daniel Sepulveda traveled to Havana to discuss the scope of the new regulations issued by the US government and ways to increase connectivity in Cuba.
“There is real potential here, provided there is a real desire by the (government) Cuba,” said another source quoted by Reuters, requesting anonymity to discuss the findings of the visit of Sepulveda.
“Our goal was to explain what the (new) regulations made for allowing trade with Cuba by US companies regarding telecommunications and Internet services, and hear their objectives (in Cuba) for communications infrastructure” summarized the official.

La Habana busca aumentar el acceso de sus ciudadanos a internet sin modificar el monopolio estatal sobre las telecomunicaciones, dijo el lunes un alto funcionario estadounidense cercano a las conversaciones con el régimen cubano sobre tecnología, informa AFP.
El gobierno de Cuba “está buscando mecanismos para, en una primera instancia, expandir la conectividad y al mismo tiempo mantener su mecanismo de administración del mercado, que obviamente es muy diferente al nuestro”, dijo una fuente del Departamento de Estado.
El régimen cubano está “extremadamente entusiasta” de avanzar en la expansión de las telecomunicaciones en la Isla, añadió.
El funcionario, que habló bajo anonimato, cuestionó que La Habana pueda cumplir las metas fijadas por la ONU de proveer internet al 60% de la población y al 50% de los hogares para el año 2020, sin permitir la entrada de competidores y una multiplicidad de inversionistas privados a su limitado mercado de telecomunicaciones.
Las conexiones privadas en la Isla están estrictamente reguladas por el Estado y sólo alcanzaban al 3,4% de los hogares en 2013, según la Unión Internacional de Telecomunicaciones, una agencia de Naciones Unidas.
Pero la fuente indicó que la posibilidad de un cambio en el monopolio estatal de las comunicaciones en el país comunista no se mencionó en las recientes reuniones bilaterales, y que cualquier desregulación del sector luce improbable.
Cuba “no sería el único mercado en el mundo con un solo proveedor”, apuntó la fuente.
La semana pasada, una delegación del gobierno estadounidense, liderada por el subsecretario adjunto de Estado, Daniel Sepúlveda, viajó a La Habana para discutir el alcance de las nuevas regulaciones emitidas por el Gobierno estadounidense y las maneras de aumentar la conectividad en Cuba.
“Hay un verdadero potencial aquí, siempre que haya una verdadera voluntad por parte del (Gobierno) cubano”, aseguró otra fuente citada por EFE, que pidió el anonimato para hablar sobre las conclusiones de la visita de Sepúlveda.
“Nuestro objetivo era explicar lo que las (nuevas) regulaciones hacen para permitir el comercio con Cuba de las compañías estadounidenses en lo relativo a las telecomunicaciones y los servicios de Internet, y escuchar sus objetivos (de Cuba) para su infraestructura de comunicaciones”, resumió el funcionario.
