Call Cuba from the United States is now easier and, in the future, should start being also cheaper. The Cuban state telecommunications company, ETECSA, and a US company, IDT, have confirmed the launch of a direct connection between the two countries. Llamar a Cuba desde Estados Unidos ya es más fácil y, en el futuro, debería empezar a ser también más barato. La empresa estatal cubana de telecomunicaciones, Etecsa, y una compañía estadounidense, IDT, han confirmado la puesta en marcha de una conexión directa entre los dos países. Esto es algo que no existía desde la imposición del embargo norteamericano a la isla a comienzos de los 60, que obligó a que cualquier conexión telefónica se hiciera a través de un tercer país.
“El restablecimiento de las comunicaciones directas entre EE UU y Cuba contribuye a ofrecer mayores facilidades y mejor calidad en las comunicaciones entre los pueblos de ambas naciones”, señaló Etecsa en una nota de prensa reproducida por la prensa cubana. El anuncio no es menor, teniendo en cuenta que en EE UU residen casi dos millones de emigrados cubanos, gran parte de los cuales mantienen estrecho contacto con sus familiares en la isla. “Es un mercado significativo”, dijo a EL PAÍS Bill Ulrey, vicepresidente de IDT y responsable de las relaciones externas de la firma.
Pero, además, esto podría ser solo el principio.
La propia compañía cubana ha dejado la puerta abierta a nuevas aplicaciones de este nuevo servicio -que se selló a finales de febrero, pero que ha entrado en vigor en marzo, tras recibir el visto bueno oficial de las autoridades de los dos países- al indicar que este servirá “inicialmente” para llamadas internacionales.
Así lo ha interpretado también la empresa IDT, que ha calificado el acuerdo como un “importante primer paso en la liberalización de las telecomunicaciones entre EE UU y Cuba”.
El acuerdo es el primero de este tipo entre una compañía norteamericana y la isla desde el cambio de política bilateral en diciembre, pero las negociaciones vienen de más lejos. Según Ulrey, IDT se puso en contacto con Etecsa después de que las autoridades estadounidenses cambiaran el marco regulatorio en 2010. La empresa cubana respondió el verano pasado y, desde entonces, han mantenido negociaciones “fluidas” que han redundado en este primer acuerdo.
Para Ulrey, la bajada de precios -actualmente la tarifa es de unos 76 centavos de dólar el minuto- vendrá cuando más empresas estadounidenses cierren acuerdos similares con Cuba, algo que dice no dudar que sucederá en el corto plazo.
Facilitar las comunicaciones con la isla y que mejore el acceso a Internet son dos de las prioridades del Gobierno estadounidense en esta nueva fase de “normalización” de relaciones, para la que se han celebrado ya dos rondas de conversaciones entre altas autoridades de La Habana y Washington.
Todavía no se ha fijado fecha para la tercera cita, aunque tras el segundo encuentro, el 27 de febrero en Washington, la secretaria de Estado adjunta para América Latina, Roberta Jacobson, anunció que a lo largo de este mes viajarían a La Habana delegaciones estadounidenses para tratar asuntos concretos.
Uno de ellos es el tema de las telecomunicaciones. Para ello volará a La Habana, del 24 al 26 de marzo, una delegación con miembros de varias agencias federales liderada por el coordinador de Comunicaciones Internacionales del Departamento de Estado, Danny Sepúlveda, según ha confirmado a este periódico una fuente oficial.
El objetivo declarado: “trabajar con el Gobierno cubano en el aumento de su capacidad para una mayor conectividad de Internet, con el objetivo de mejorar el acceso a la información de los cubanos”, declaró Jacobson en su momento.
Junto con el del turismo, especialmente las aerolíneas y las agencias de viaje que ya exploran activamente la mejora de sus ofertas a la isla, el de las telecomunicaciones es el sector que más rápido parece moverse en el acercamiento hacia Cuba. En febrero, la estadounidense Netflix se adelantó incluso a las capacidades generales de Cuba -donde solo alrededor del 5 % de la población tiene acceso a Internet- al anunciar que su servicio de películas por streaming ya está disponible en la isla, aunque por el momento solo esté al alcance de unos pocos.
