PRENSA VENEZOLANA: “Cuba Abre Otro Camino”.
Pocos meses atrás, un título como este hubiera sido impensable. La isla caribeña se ha mantenido durante décadas bajo un régimen que la ha empobrecido y dejado sin libertades. Por ello, el gobierno estadounidense ha mantenido por muchos años el controversial embargo que buscaba presionar un cambio de gobierno en la mayor de las Antillas.
Sin embargo, en una audaz jugada que lo catapulta a la historia, el presidente estadounidense Barack Obama, anuncia la reanudación de las relaciones diplomáticas con La Habana, en una jugada inesperada que paró las prensas del mundo entero.
Desde esta tribuna, aplaudimos en su momento el arriesgado paso de Obama. Meses atrás comentábamos que en esta, la segunda parte de su segundo período presidencial, podía tener la libertad de lanzar arriesgadas apuestas políticas, debido a que no volverá a optar para la presidencia de la nación y, adicionalmente, las llamadas elecciones de “mid-term” o parlamentarias ya habían pasado.
Y esta fue la sorpresa que nos dio ese político de alto vuelo. Otro motivo por el cual es conveniente no aferrarse al poder es que, cuando se va de salida, se pueden tomar acciones controversiales pero de aguda visión estratégica, ya que no habrá elecciones algunas en las cuales se le puedan cobrar.
El exilio cubano anticastrista en Florida no ha recibido bien la noticia. Consideran -no sin razón- que el mandatario se está dando la mano con un violador de los derechos humanos. Pero a dicho exilio hay que explicarle que, si siempre seguimos haciendo lo mismo, los resultados no van a variar.
En más de 50 años no ha habido novedades sobre Cuba en cuanto a que se vislumbre un cambio de gobierno. Y también es cierto que el famoso embargo lo padece más el pueblo cubano que los jerarcas; muchos exiliados también claman en Estados Unidos por las penurias que pasan sus familias y esperan que esta nueva fase de relaciones cubano-americanas puedan aliviarles de una vida de privaciones.
Y yendo más allá, el mundo presencia el complejo y apasionante desmontaje del último bastión de la guerra fría. Ya parten vuelos desde EEUU hacia la isla, las tarjetas de crédito norteamericanas se pueden pasar por puntos de venta habaneros y así, tímidamente, el pueblo se comienza a asomar al siglo XXI, a la libertad y a sus propios derechos.
Los medios de comunicación dan cuenta de las numerosas empresas estadounidenses y europeas que hacen fila ansiosamente, esperando el pistoletazo de partida para entrar a jugar en la muy atractiva economía cubana, que fuera reconocida en su momento por el turismo, el tabaco y el azúcar, industrias que sin duda se pueden reconstruir tras décadas perdidas en el marasmo.
Desde antes del “obamazo” que dejó boquiabierto al mundo, la estricta economía marxista de pronto dio atisbos de mostrar rendijas a quienes tienen espíritu emprendedor. Los llamados “cuentapropistas” podían tener pequeños negocios y aprender principios de economía con su ejercicio laboral.
Poco tiempo atrás se permitió también la compraventa de autos por parte de particulares, algo normal en el resto del planeta; pero que para los cubanos se quedó extraviado en algún momento del siglo pasado.
Todo esto es la concreción de una serie de reformas enunciadas en los Lineamientos de la Política Social y Económica aprobados por el Partido Comunista de Cuba en abril de 2011, y desarrolladas en los dos años siguientes por la administración de Raúl Castro.
Entre ellas se cuentan la flexibilización de la política migratoria -cambios que están vigentes desde enero de 2013- que permite a los cubanos viajar al extranjero con solo su pasaporte; la eliminación gradual de la libreta de racionamiento y de la dualidad monetaria entre el peso cubano y el peso convertible, equivalente al dólar.
A finales de 2013, el Gobierno ofreció las primeras cifras que han resultado de estas políticas. Así, por ejemplo, las autoridades migratorias de la isla informaron que, para ese año, 250 mil personas habían viajado fuera de Cuba, especialmente hacia Estados Unidos, México y España, y la mayoría de ellos había regresado, sin que se produjera la masiva fuga de cerebros que se temía. Mientras tanto, los trabajadores por cuenta propia ya sumaban casi 450 mil, desde que comenzaron a operar las primeras iniciativas privadas en 2010. La meta del Gobierno, que esperaba eliminar un millón y medio de empleos públicos con la idea de traspasar esta fuerza de trabajo al sector privado, aún está lejos de cumplirse.
Por ello nos atrevemos a decir que Cuba es el camino. Un camino que será largo y complejo, que apenas comienza, pero que va en la dirección correcta. Un camino que no está exento de imperfecciones -ninguno lo está- pero que -y esto es lo importante- ya se comenzó a transitar. Y bajo esta nueva etapa de la historia, la isla antillana sí puede ser un ejemplo para Venezuela, ese es el camino a transitar: la apertura.

The anti-Castro Cuban exiles in Florida has received the news well. They considered not without reason that the president is shaking hands with a violator of human rights. But this exile there to explain that, if we keep doing the same thing, the results will not vary.
In over 50 years there has been no news about Cuba in that a change of government in sight. It is also true that the famous but suffers more the Cuban people that the leaders; Many exiles also claim in the US for the hardships they spend their families and hope that this new phase of Cuban-American relations could relieve them of a life of hardship.
And beyond that, the world is witnessing the complex and exciting dismantling the last bastion of the Cold War.
