Cuba plans to provide internet access to homes using broadband technology first generation (ADSL), according to a document of the Empresa de Telecomunicaciones de Cuba (ETECSA) posted Wednesday on the website of Cuba’s Chiringa.
Service rates would be identical to those the company currently charges its commercial customers for internet access through the telephone line (switched), which start at 10 CUC a month for a package of 20 hours of international navigation, to up to 220 hours for 60 CUC. The package of 100 hours monthly costs 30 CUC.
ADSL access would also use the phone lines, but would surf the Internet and talk on the phone simultaneously. Access speed depend on the volume of traffic on the network and would download and upload speeds of 8 Mbps and 1 Mbps, respectively.
Service have priority access to those who already have switched service, and also the self-employed and agents of authorized telecommunications.
Currently there is only 24.1 percent penetration of fixed telephony in Cuban homes, and switched internet service is offered only to companies and, as foreigners resident in Cuba commercial and state entities.
According to the document, Cuba ADSL modems have bought TP Link brand for up to 24 Mbps.
“These plans have to take them as a map and not as safe,” said Johannes Werner, editor of Cuba Standard. “We know the needs of telecommunications infrastructure are immense.”
Werner said that the draft ETECSA “is what can be done under the present circumstances of Cuba, where there is a monopoly in telecommunications,” adding that “if opened to competition, would move much faster.”
Two weeks ago, a Google executive said in Havana that, due to technological backwardness on the island, would be more beneficial to increase connectivity in the country jump directly to mobile technology and save all wiring, as some countries are doing Africa.
ETECSA DENIAL.

Cuba planea proveer acceso a internet a los hogares utilizando tecnología de banda ancha de primera generación (ADSL), según un documento de la Empresa de Telecomunicaciones de Cuba (ETECSA) publicado el miércoles en el sitio de internet La Chiringa de Cuba.
Las tarifas del servicio serían idénticas a las que la empresa cobra actualmente a sus clientes comerciales por el acceso a internet a través de la línea telefónica (conmutado), que comienzan desde 10 CUC al mes por un paquete de 20 horas de navegación internacional, hasta un máximo de 220 horas por 60 CUC. El paquete de 100 horas cuesta 30 CUC mensuales.

El acceso ADSL también utilizaría las líneas telefónicas, pero permitiría navegar por internet y conversar por teléfono simultáneamente. La velocidad de acceso dependería del volumen de tráfico en la red y tendría velocidades de bajada y subida de 8 Mbps y 1 Mbps, respectivamente.
Tendrían prioridad al servicio quienes ya tengan acceso al servicio conmutado, y también los trabajadores por cuenta propia y los agentes de telecomunicaciones autorizados.
Actualmente existe solo un 24.1 por ciento de penetración de la telefonía fija en los hogares cubanos, y el servicio de internet conmutado se ofrece solo a empresas y entidades comerciales y estatales, y a extranjeros con residencia en Cuba.
Según el documento, Cuba habría comprado modems ADSL de la marca TP Link con capacidad de hasta 24 Mbps.
“Estos planes hay que tomarlos como un mapa y no como algo seguro”, dijo Johannes Werner, editor de Cuba Standard. “Sabemos que las necesidades de la infraestructura de telecomunicaciones son inmensas”.
Werner señaló que el proyecto de ETECSA “es lo que se puede hacer bajo las circunstancias actuales de Cuba, en que existe un monopolio en las telecomunicaciones”, y añadió que “si se abre a la competencia, se avanzaría mucho más rápido”.
Hace dos semanas un ejecutivo de Google dijo en La Habana que, debido al atraso tecnológico en la isla, sería más beneficioso para aumentar la conectividad en el país saltar directamente a la tecnología móvil y ahorrarse todo el cableado, como lo están haciendo algunos países de África.
DESMENTIDO.
A pesar de esta noticia dada a conocer ampliamente, este jueves ETECSA desmintió la información divulgada por un funcionario del Gobierno cubano en referencia a los supuestos planes de la compañía estatal para ofrecer paquetes de conexión a Internet a personas autorizadas a partir de este mes de junio.
La compañía asegura que el contenido del artículo publicado por el funcionario en su blog, La Chiringa de Cuba, fue “obtenido de una fuente no autorizada” y basado “en un documento utilizado para impartir un curso a especialistas de la empresa”.
En un comunicado, ETECSA dice que el esquema de precios que aparece en el documento “no es real”.
