La secretaria de Comercio de Estados Unidos, Penny Pritzker, instó a Cuba a “construir una relación más abierta” durante su estancia en La Habana para analizar el alcance y las limitaciones de las flexibilizaciones al embargo decretadas por el presidente Barack Obama.
“Queremos ayudar a todos los cubanos a insertarse en la economía mundial y a disfrutar de un mejor nivel de vida, pero también dar al pueblo de Estados Unidos la oportunidad de aprender sobre Cuba y de desarrollar relaciones con las personas de una isla que está a solo 90 millas de las costas” estadounidenses, dijo Pritzker en su segunda jornada en la isla.
“Podemos construir una relación más abierta entre nuestras dos naciones”, añadió, al inaugurar un foro en el que participan funcionarios de los departamentos estadounidenses del Tesoro, Comercio y Estado junto con representantes de varios ministerios y empresas cubanas.
La aplicación de las facilidades dictadas por Obama encuentra escollos en otras leyes del embargo, como la prohibición de que Cuba use el dólar como moneda de pago, y el no acceso al sistema bancario estadounidense, y por lo tanto a créditos.
“No esperamos que estas acciones transformen la vida del pueblo cubano en una noche”, dijo Pritzker, quien subrayó que su alcance también dependerá de que el gobierno de la isla dé “ciertos pasos” para “actualizar su sistema regulatorio y reformar la economía en formas que permitan el continuo desarrollo de un sector privado cubano”.

De acuerdo con la funcionaria estadounidense, el impacto de las medidas aplicadas por Obama “dependerá de que el gobierno cubano también tome medidas para reformar la economía de la isla con el objetivo de mantener un apoyo continuo para el desarrollo del sector privado y elevar la prosperidad del pueblo cubano”, afirmó.
