Desde hace 113 años(1903), un pedacito de Cuba está bajo control de Estados Unidos por un alquiler anual que podría ser el que se paga mensualmente por un buen apartamento en una gran ciudad.
¿Cuánto y cómo paga EE.UU. a Cuba por el alquiler de Guantánamo?
La historia del arrendamiento de Guantánamo está llena de curiosidades y constituye uno de los principales escollos en el proceso de deshielo que iniciaron ambos países el 17 de diciembre de 2014.
Cuba insiste sobre todo en dos aspectos para que la normalización de relaciones entre los dos países, enemigos ideológicos durante más de medio siglo, se consume.
El primero es el fin del embargo económico y comercial que Estados Unidos impone a la isla desde 1961.
El segundo es la devolución de la base Guantánamo, situada en la región del mismo nombre en el sureste de la isla, frente a la costa de Haití, un lugar estratégico en el Mar Caribe.
Así lo recordó el diario oficial “Granma” la pasada semana en un editorial.
Enmienda Platt
Desde 1903 concretamente, cuando Estados Unidos intervino en la guerra de Cuba contra España por lograr su independencia en 1898. Pero el respaldo no fue gratuito.
En la primera Constitución de la República de Cuba, Washington forzó la inclusión de la llamada Enmienda Platt, por la que la isla quedaba obligada a ceder partes de su territorio a su vecino del norte.
Se reconocía la soberanía de Cuba, pero se preservaba suficiente influencia como para proteger los intereses estadounidenses.
De este modo, el 16 de febrero de 1903, los presidentes de ambos países, Tomás Estrada Palma y Theodore Roosevelt, firmaron un acuerdo por el que Cuba cedía a Estados Unidos “por el tiempo necesario y para los propósitos de estación naval y estación carbonera” dos territorios, en Guantánamo y en Bahía Honda. Éste último nunca se hizo efectivo.

En el acuerdo se reconocía la soberanía de Cuba, pero el territorio quedaría bajo la “jurisdicción completa y el control” de Estados Unidos.
El 2 de julio de 1903 ambos países firmaron un tratado en el que se especifican los detalles del arrendamiento. Por ejemplo, que Estados Unidos se hace cargo del mantenimiento de la valla. Y el precio: “La suma anual de dos mil dólares en moneda de oro de Estados Unidos”.
Luego veremos realmente qué valor monetario tiene ese anacronismo.
Ese precio era alto para la época, pero Cuba no incluyó ningún tipo de ajuste de precio, por lo que ahora, el alquiler de los 116 kilómetros cuadrados resulta ínfimo.
Pero más que “casi nada”, sería más ajustado decir “nada”. Desde el triunfo de la Revolución en la isla en 1959, Cuba sólo cobró una vez el cheque por el alquiler anual.
“El (cheque) correspondiente a 1959, por simple confusión, fue convertido en ingreso nacional. Desde 1960 hasta hoy jamás se han cobrado y quedan como constancia de un arrendamiento impuesto durante más de 107 años”.
Segun expertos norteamericanos el alquiler el alquiler de la base nació de un acuerdo ejecutivo entre los dos presidentes, Obama podría dejarlo también sin efecto si lo acuerda con Raúl Castro. En ese caso no sería siquiera necesario el visto bueno del Senado.
Además, como el alquiler no es a perpetuidad, podría cesar en cuanto el Pentágono reconozca que su uso ya no es necesario.
No parece probable que nada de eso suceda. La entrega, si se llegara a producir, quedará para próximos gobiernos.
Y los republicanos no son muy partidarios de hacerlo.
Pagos por el Alquiler de la Base.
El Departamento del Tesoro de Estados Unidos sigue enviando los cheques a Cuba.
Antes del 17 de diciembre del año pasado, cuando se restablecieron relaciones diplomáticas y se reabrieron las embajadas, lo hacía a través de la delegación suiza.
Tras el ajuste que hizo EE.UU. en 1973, la cifra alcanza los US$4.085
Cuba no está cobrando los cheques, de acuerdo con el profesor Michael Strauss, que enseña en el Centro de Estudios Diplomáticos y Estratégicos en París, autor de “El leasing de Guantánamo” (2009) y quizás el mayor experto en la curiosa relación legal. Explica que los cheques seran cancelados sino son cobrados en el plazo de un año.
Se cargan a la Marina estadounidense y se dirigen al Tesorero General de la República de Cuba, figura que desde hace años no forma parte de la estructura del gobierno de la isla.
Ni el Departamento del Tesoro, ni el de Defensa ni el de Estado respondieron las peticiones de BBC Mundo para saber adónde va a parar ese dinero.
“Gracias a Cuba, es la mejor partida del presupuesto de Estados Unidos”, bromea Strauss.
