El secretario de Estado de EE.UU., John Kerry, ha cancelado el viaje que pretendía realizar a Cuba esta semana para preparar el terreno para la visita del presidente norteamericano, Barack Obama, los próximos días 21 y 22. El motivo, según desveló “Los Angeles Times” y han recogido luego otros medios estadounidenses, radica en las diferencias que han surgido entre ambos países durante la negociación sobre los disidentes con los que Obama quiere reunirse durante su estancia en la isla, a lo que se añaden los problemas “logísticos” de la embajada en La Habana.
El portavoz del Departamento de Estado, John Kirby, asegura que Kerry aún quiere visitar Cuba en “un futuro cercano”, pero reconoce que están trabajando con su contraparte cubana y su embajada “para determinar el mejor momento”.
Aunque nunca llegó a anunciarlo oficialmente, sino que tan solo dijo que “quizá viajaría a Cuba” para tratar “el tema de los derechos humanos”, la cancelación del encuentro preparatorio pone en evidencia las dificultades que plantea la visita de Obama a Cuba y la resistencia del régimen castrista a una apertura democrática, más allá de los pasos en materia económica y de algunos gestos puntuales.
Hace unos días, Cuba permitió viajar al extranjero a cinco ex presos políticos detenidos en la “Primavera Negra” de 2003. En cambio, cinco de los opositores puestos en libertad como parte del acuerdo de distensión entre EE.UU. y la isla volvieron posteriormente a ser arrestados.
Piden a Obama que cancele su visita.
Los críticos con la política del presidente norteamericano hacia Cuba se centran precisamente en que sus cesiones apenas han logrado obtener contrapartidas desde la isla. “Espero que Obama vea lo disparatado de su visita, que legitima la opresión del régimen de Castro y la cancele, pues solo le daría la luz verde a los opresores para continuar la represión de los que buscan sus derechos humanos fundamentales”, ha asegurado la congresista republicana Ileana Ros-Lehtinen, de origen cubano y partidaria de Marco Rubio, en declaraciones recogidas por “El Nuevo Herald”.
Obama anunció el pasado día 18 el primer viaje a Cuba de un presidente norteamericano en 88 años, después del realizado por Calvin Coolidge en 1928. Pretende con esta visita apuntalar el proceso de deshielo que pusieron en marcha él y el mandatario cubano, Raúl Castro, hace quince meses y con el que se ha puesto fin a más de cinco décadas sin relaciones diplomáticas entre ambos países. El pasado 14 de agosto se reabrió la embajada de EE.UU. en La Habana, un acto al que precisamente acudió el secretario de Estado norteamericano.
El actual inquilino de la Casa Blanca mostró su interés por reunirse en su visita con miembros de la sociedad civil, incluyendo opositores. El pasado día 18, un consejero de seguridad nacional, Ben Rhodes, señalaba que EE.UU. decide con quién se reúne el presidente en los diferentes países. “Y ciertamente le hemos indicado a los cubanos que esto es algo que el presidente harán en este viaje, como ha hecho en otros”, señaló. A la vista de la cancelación de la visita de Kerry, en la isla pueden no estar de acuerdo.
