RHETORIC AND REALITY IN CUBA. EDITORIAL.
The Constitutional reform and the referendum announced by Castro are an historic opportunity for the opening of the Regimen.

Despite the continuous rhetoric employed this weekend by Raúl Castro at the opening of the Congress of the Communist Party, the Cuban President should be aware that things are not going to be the same on the island.
The regime does not need “updates”, as promised by the President, but deep modifications ensuring, on the one hand, a minimum rating of individual and collective liberties and, on the other hand, a realistic and viable economic framework allowing to significantly raising the standard of living of the Cuban people.
In this perspective, the announced constitutional reform can be an opportunity to manage an orderly opening evolution of the regime. And the promised referendum, rather than a process of accession to power, should assume the social boost to a political process that is born from the interior of the island and not the result of external interference. Otherwise – it means, a reform merely cosmetic – would represent a new encastillamiento of the system, 56 years after his coming to power, remains linked to the presence of the brothers Fidel (89 years) and Raul (85 years) Castro.
The normalization of relations with the United States and many developed countries opens a new perspective of change to everyday life and the future prospects of the Cubans. It takes reason Castro when he stresses the need that Washington definitely lift the embargo. Its only permanence is explainable by the imbroglio in which domestic U.S. politics, is with a hostile Congress to the President and an election campaign in which the populist message is having wide resonance. But the embargo – which will be softened to the extent legally possible – is not one more excuse to justify opposition to change.
Cuba is facing a unique opportunity; it must not squander it.

La reforma constitucional y el referéndum anunciado por Castro son una oportunidad histórica para la apertura del régimen.
A pesar de la retórica continuista empleada este fin de semana por Raúl Castro en la apertura del Congreso del Partido Comunista, el presidente cubano debe ser consciente de que las cosas no van a seguir igual en la isla.
El régimen no necesita “actualizaciones”, como ha prometido el mandatario, sino modificaciones profundas que garanticen, por un lado, un régimen mínimo de libertades individuales y colectivas y, por otra parte, un marco económico realista y viable que permita elevar significativamente el nivel de vida de los cubanos.

En esta perspectiva, la reforma constitucional anunciada puede ser una oportunidad para encauzar una evolución aperturista ordenada del régimen. Y el referéndum prometido, en vez de ser un trámite de adhesión al poder, debería suponer el espaldarazo social a un proceso político nacido desde el interior de la isla y no fruto de injerencias externas. Lo contrario —es decir, una reforma meramente cosmética— representaría un nuevo encastillamiento del sistema que, 56 años después de su llegada al poder, sigue ligado a la presencia física de los hermanos Fidel (89 años) y Raúl (85 años) Castro.
La normalización de relaciones con Estados Unidos y con numerosos países desarrollados abre una perspectiva nueva de cambio para la vida cotidiana y las perspectivas de futuro de los cubanos. Lleva razón Castro cuando insiste en la necesidad de que Washington levante definitivamente el embargo. Su permanencia solo es explicable por el embrollo en el que se encuentra la política interior de EE UU, con un Congreso hostil al presidente y una precampaña electoral en la que el mensaje populista está teniendo amplia resonancia. Pero el embargo —que va siendo suavizado en la medida de lo legalmente posible— no puede ser una excusa más para justificar el inmovilismo.
Cuba se encuentra ante una oportunidad única; no debe desaprovecharla.
