U.S. COMMITTEE OF THE SENATE APPROVES AMENDMENT FOR TRIPS TO CUBA.
A Committee of the Senate of the USA approves amendment to eliminate prohibition of trips to Cuba. The Committee of Allocations of the Senate approved several amendments related to Cuba, between them one that would finish with the prohibition of doing tourism in the island. The project of law of the budget for the financial services and general expenses of the government contains now provisions to facilitate the food exports to Cuba.
Two amendments to eliminate the prohibitions on the trips to Cuba and to allow the extension of credits deprived to companies of the island for the buy of American agricultural products were included on Thursday in the project of law of the budget for the financial services and general expenses of the government for 2017 approved in the Committee of Allocations of the Senate.
An amendment presented by senators Patrick Leahy (D-Vermont) and Jerry Moran (R-Kansas) to eliminate the restrictions that they still hang over the Americans’ trips to the island and to allow the tourism, was approved in a voting by acclamation.
“Today the Americans can travel to any country in the world… less to one that is to 90 miles: Cuba”, said Leahy on having presented its proposal. The senator argued that the current sanctions politics “ended up by provoking damages to the Cuban village” and there prevented the free circulation of ideas and democratic values, on having prevented the Americans from traveling freely to this country.
Another amendment to allow banks and companies that export agricultural products to Cuba to be able to offer facility of payments (credits) to the Cuban state enterprises that import food also was approved by wide most of 22 affirmative votes and 8 in against. At present the Cuban must pay in cash for the buy of any agricultural product or food originated from the United States.
The amendment was proposed by senators John Boozman (R-Arkansas) and John Tester (D-Montana) and also it would eliminate restrictions that prevent to ships from touching Cuban port to berth in American ports before six months.
“This way it shows a historical change”, affirmed Steven Law, adviser of the coalition of companies and organizations Engage Cuba, which realizes lobbying to eliminate the sequestration. “The success of these modifications demonstrates that an increasing two-party support exists at the rate of our obsolete politics towards Cuba”.
“Every time they are more the Congressmen those who realize how unjust it is to deny to the Americans the right to travel freely to Cuba and to prevent the farmers and the companies from being able to carry on business there”, mentioned Law, exchief of the office of the leader of the Senate, Mitch McConnell.
The president of Engage Cuba, James Williams, underlined that “the prohibition of traveling to Cuba [without a general or special license] is incompatible with our values of a free society … The federal government should not be in the business of supervising the plans of holidays of the Americans”. Also, it pointed out that the increase of the trips of the Americans to Cuba (more than 94,000 would have visited the country in the first three months of this year) is already “feeding the expansion of the private sector in the island”.

Un Comité del Senado de EEUU aprueba enmienda para eliminar prohibición de viajes a Cuba.El Comité de Asignaciones del Senado aprobó varias enmiendas relacionadas con Cuba, entre ellas una que acabaría con la prohibición de hacer turismo en la isla. El proyecto de ley del presupuesto para los servicios financieros y gastos generales del gobierno contiene ahora provisiones para facilitar las exportaciones de alimentos a Cuba.
Dos enmiendas para eliminar las prohibiciones sobre las viajes a Cuba y permitir la extensión de créditos privados a compañías de la isla para la compra de productos agrícolas estadounidenses fueron incluidas el jueves en el proyecto de ley del presupuesto para los servicios financieros y gastos generales del gobierno para el 2017, aprobado en el Comité de Asignaciones del Senado.
Una enmienda presentada por los senadores Patrick Leahy (D-Vermont) y Jerry Moran (R-Kansas) para eliminar las restricciones que aún penden sobre los viajes de estadounidenses a la isla y permitir el turismo, fue aprobada en una votación por aclamación.
“Hoy los estadounidenses pueden viajar a cualquier país en el mundo… menos a uno que está a 90 millas: Cuba”, dijo Leahy al presentar su propuesta. El senador argumentó que la actual política de sanciones “terminó provocando daños al pueblo cubano” e impidió la libre circulación de ideas y valores democráticos, al impedir viajar libremente a los estadounidenses a ese país.
Otra enmienda para permitir que bancos y compañías que exportan productos agrícolas a Cuba puedan ofrecer facilidades de pagos (créditos) a las compañías estatales cubanas que importan alimentos también fue aprobada por una amplia mayoría de 22 votos a favor y 8 en contra. Actualmente los cubanos deben pagar en efectivo por la compra de cualquier producto agrícola o alimentos provenientes de los Estados Unidos.
La enmienda fue propuesta por los senadores John Boozman (R-Arkansas) y John Tester (D-Montana) y también eliminaría restricciones que impiden a barcos que toquen puerto cubano atracar en puertos estadounidenses antes de los seis meses.
“Así luce un cambio histórico”, afirmó Steven Law, asesor de la coalición de compañías y organizaciones Engage Cuba, que realiza cabildeo para eliminar el embargo. “El éxito de estas modificaciones demuestra que existe un creciente apoyo bipartidista al cambio de nuestra obsoleta política hacia Cuba”.
“Cada vez son más los miembros del Congreso los que se están dando cuenta de lo injusto que es negar a los estadounidenses el derecho a viajar libremente a Cuba e impedir que los agricultores y las empresas puedan hacer negocios allí”, comentó Law, exjefe del gabinete del líder del Senado, Mitch McConnell.
El presidente de Engage Cuba, James Williams, subrayó que “la prohibición de viajar a Cuba [sin una licencia general o especial] es incompatible con nuestros valores de una sociedad libre…El gobierno federal no debería estar en el negocio de supervisar los planes de vacaciones de los estadounidenses”. Asimismo, señaló que el aumento de los viajes de los estadounidenses a Cuba (más de 94,000 habrían visitado el país en los tres primeros meses de este año) ya está “alimentando la expansión del sector privado en la isla”.
