U.S – CUBA RELATIONS: BANKS in Cuba will Allow Now the use of MasterCards.
The Central Bank of Cuba issued a statement in which announced that from today, June 27, will be possible to use the ATM in Havana “cards issued by non-U.S. banks, in addition to those of Stonegate Bank and Banco Popular de Puerto Rico, which have officially requested his prosecution in our country”.
Banco Popular de Puerto Rico (BPPR) became the second us financial institution that manages operations direct in Cuba, to getting that Master Card cards are allowed to perform transactions on the island, including the withdrawal of cash in certain selected ATMs.
The BCC said that “such a possibility starts from that fixed financial and legal aspects that were pending and thanks to the actions of the Cuban entities responsible for the processing of Master Card and external provider that enables us to arrange their operations”.
Note the BCC says that “this new possibility adds to the already existing in shops and banks through the terminal of outlets, service which will be gradually extended to the whole country. “Likewise, affirm that we are able to continue expanding to cards issued by United States banks that thus request us it”.
The use of credit cards in Cuba has been limited to banks that do not have direct operational links with the United States. StoneGate was the first distinctly American Bank to announce that it would welcome the new regulations authorized by President Barack Obama and began to give a service of credit or debit cards through Master Card.
The service of those cards, however, was limited to transactions at points of sale such as hotels, shops and restaurants. Withdrawal of cash, was not possible until today, when the BCC gave the green light then the process call for legal and technical difficulties.
“The BPPR is also issuer of cards, as well as Stonegate, that can be used here.” Still not have transactions with the BPPR, but if any, already can occur through the ATM or Terminal system at points of sale in the country. They are primarily using the network of Master Card”, said the Vice President of the BCC, Irma Martínez Castrillón questions from El Nuevo Día.

ABREN BANCOS CUBANOS EL USO DE LAS TARJETAS MASTERCARD.
El Banco Central de Cuba emitió una declaración en la cual dio a conocer que desde hoy, 27 de junio, será posible utilizar en los cajeros en La Habana “las tarjetas emitidas por bancos no estadounidenses, además de las de Stonegate Bank y Banco Popular de Puerto Rico, que han solicitado oficialmente su procesamiento en nuestro país”.
El Banco Popular de Puerto Rico (BPPR) se convirtió en la segunda institución financiera estadounidense que logra operaciones directas en Cuba, al conseguir que sus tarjetas Master Card sean permitidas para realizar transacciones en la isla, incluyendo el retiro de efectivo en ciertos cajeros seleccionados.
El BCC indicó que “esa posibilidad se inicia a partir de que se han solucionado aspectos financieros y legales que estaban pendientes y gracias al accionar de las entidades cubanas encargadas del procesamiento de Master Card y del proveedor externo que nos facilita tramitar sus operaciones”.
La nota del BCC señala que “esta nueva posibilidad se suma a la ya existente en los comercios y bancos a través de los terminales de puntos de venta, servicio que se irá ampliando gradualmente a todo el país. Asímismo, ratificamos que nos encontramos en condiciones de continuar ampliando a las tarjetas emitidas por bancos de Estados Unidos que así nos lo soliciten”.
El uso de tarjetas de crédito en Cuba ha estado limitado a bancos que no tienen vínculos operacionales directos con Estados Unidos. Stonegate fue el primer banco netamente estadounidense en anunciar que se acogería a las nuevas regulaciones autorizadas por el presidente Barack Obama y comenzó a dar un servicio de tarjetas de crédito o débito a través de Master Card.
El servicio de esas tarjetas, sin embargo, se limitaba a transacciones en puntos de venta como hoteles, tiendas o restaurantes. No era posible el retiro de efectivo, hasta hoy, cuando el BCC dio la luz verde luego de que el proceso se empantanara por dificultades legales y técnicas.
“El BPPR también es emisor de tarjetas, al igual que Stonegate, por eso pueden usarse aquí. Todavía no hemos transacciones con el BPPR, pero de haberlas, ya pueden ocurrir a través del sistema de cajeros o las terminales en los puntos de venta en el país. Fundamentalmente están usando la red de Master Card”, dijo a preguntas de El Nuevo Día la vicepresidenta del BCC, Irma Martínez Castrillón.
