PROLONGA OBAMA “LA LEY DE COMERCIO CON EL ENEMIGO” A CUBA.
Obama renueva la Ley de Comercio con el Enemigo que sustenta el embargo a la Isla.
El presidente de Estados Unidos, Barack Obama, renovó este martes por un año más la llamada Ley de Comercio con el Enemigo, un estatuto de 1917 que sustenta el embargo económico impuesto a Cuba.
A la vez que sobre ese texto se basa el embargo económico hacia la Isla, que en última instancia solo puede levantar el Congreso, esa prórroga también implica que Obama sigue manteniendo su autoridad y flexibilidad para relajar las sanciones al país mediante decretos ejecutivos.
Obama tenía que decidir antes de mañana, 14 de septiembre, si prolongaba las sanciones a Cuba bajo la llamada Ley de Comercio con el Enemigo, un estatuto de 1917 al que el entonces presidente John F. Kennedy recurrió en 1962 para imponer el embargo económico sobre La Habana y que desde entonces han renovado, año tras año, los nueve mandatarios siguientes.
Cuba es actualmente el único país del mundo sancionado bajo esa ley, que autoriza al presidente de EE UU a imponer y mantener restricciones económicas a Estados considerados hostiles.
En un memorando enviado hoy a los secretarios de Estado y del Tesoro, Obama explica que su decisión de prorrogar por un año más la ley, hasta el 14 de septiembre de 2017, está “en el interés nacional” del país.
La renovación de la Ley de Comercio con el Enemigo amplía al máximo la autoridad del presidente para administrar el embargo a Cuba y autorizar determinadas transacciones, por lo que sirve a Obama como instrumento no solo de sanción, sino también de flexibilización.
En este nuevo proceso de normalización de relaciones entre La Habana y Washington, que comenzó en diciembre de 2014, el Gobierno cubano ha reclamado en diversas ocasiones a los estadounidenses que pongan ya fin a las sanciones económicas que pesan sobre la isla.
Durante estos casi dos años, el Gobierno de Obama ha relajado dicho embargo bajo la autoridad que le concede esta legislación, como por ejemplo en lo relativo a viajes, intercambio de rutas aéreas e intercambio postal y de telecomunicaciones, aunque debe ser el Legislativo quien levante por completo todas las sanciones.
