LOTTERY OF VISAS FOR CUBANS TO THE UNITED STATES COULD FINISH.
The Visa Lottery in the United States, which each year awards to about 20,000 Cubans the chance to emigrate in safe and orderly way toward that country, could end soon, according to Cuban-born Wilfredo Allen lawyer, specialist in migration issues.

La lotería de visas de Estados Unidos, que cada año otorga a cerca de 20 000 cubanos la posibilidad de emigrar de forma segura y ordenada hacia ese país, podría terminar pronto, según el abogado de origen cubano Wilfredo Allen, especialista en temas migratorios.
Un reportaje publicado este martes por los diarios Nuevo Herald y 14ymedio citaba al jurista, que califica como “injusto” el mantener a Cuba dentro del programa de visas del gobierno de EE.UU. La isla “es el único país al que se le conceden 20 000 visas al año para mitigar la migración ilegal. Pero cuando se miran las cifras, son decenas de miles más los que llegan ilegalmente y se quedan en Estados Unidos”.
De acuerdo a Allen, el Departamento de Estado podría reconsiderar el número de cubanos que participan en la mencionada lotería, para la que se presentan anualmente un mínimo de 40 000 solicitudes solamente desde la nación caribeña.
Hasta agosto de 2016 se contabilizaron 50 082 cubanos llegados a EE.UU. por tierra, mientras que para el cierre del año fiscal, en octubre, se sumó a esa cifra los 7 411 balseros que llegaron a costas estadounidenses y pudieron acogerse a la política de “pies secos, pies mojados”.
Para el abogado, “cambiar la actual política (de “pies secos, pies mojados”) es tan fácil como lo fue crearla. Como el presidente Clinton emitió esa orden ejecutiva cualquier otro presidente puede derogarla. Una vez que no exista, la llegada de cubanos disminuiría hasta en un 70 por ciento”.
La emigración ilegal desde Cuba ya alcanzó cifras solo superadas por el éxodo masivo del Mariel en 1980. Según cifras del Departamento de Seguridad nacional, solamente el número de llegadas de cubanos vía terrestre ha crecido más de siete veces desde 2010, y la de balseros en 2016 no estuvo lejos de duplicar la del año anterior.
Son varios los factores que provocan este notable aumento de las salidas ilegales, según el abogado de Miami. “Hay falta de esperanza y de oportunidades a futuro. Eso, unido a la reforma migratoria que aprobó Castro y que permite que los cubanos mantengan sus propiedades y la residencia en Cuba si regresan antes de cumplir dos años, han impulsado fuertemente la emigración”, explicó.
Por otra parte, la garantía de una ayuda del gobierno de EE.UU. para todos los cubanos que arriban al país como inmigrantes también promueve la emigración, explica Allen. Esto último ha provocado en algunos casos que los cubanos que frecuentemente regresan de visita a su país, antes de los dos años de haberse ido, “puedan vivir como reyes en la isla o trabajar poco en Estados Unidos”.
