The “alleged violations” of the embargo respond to thirteen vehicle leasing contracts signed by a Honda dealer in Ottawa, with the Cuban Embassy in the United States between February 2011 and March 2014.

The contracts were financed by Honda Canada Finance, a subsidiary of AHFC, according to the Treasury, which considered the possible violation of the embargo as “not serious.”
