NEW CUSTOMS CHANGES IN CUBA STARTING AT THE END OF 2017

Aunque no ha sido anunciado de manera oficial, fuentes estrechamente a la Aduana General de la Republica de Cuba han confirmado a Cubanet que este organismo estudia realizar cambios en las regulaciones actuales sobre la importacion de mercancias. Bajo la futura normativa, todos los cargos a las importaciones se realizarán en moneda libremente convertible (CUC)
Según los funcionarios, se prevé que antes de finales del 2017 sean publicadas en la Gaceta Oficial, emitida por el Ministerio de Justicia, las nuevas normativas que entrarían en vigor a comienzos del 2018 y donde quedarían eliminadas y reconsideradas algunas cuestiones de la vieja legislación, sobre todo en lo concerniente a la introducción de equipos electrodomésticos, así como de otros aparatos electrónicos y de telefonía móvil.
Entre las medidas que más pudieran afectar a los ciudadanos cubanos, se encuentran aquellas relacionadas con el pago de impuestos en moneda nacional (CUP) para aquellos viajeros que realizan su primer viaje en el lapso de un año, correspondiente con el calendario en curso, así como con las cantidades de mercancías a introducir en territorio cubano.
Todos los cargos a las importaciones se realizarán en moneda libremente convertible (CUC), con lo cual quedará eliminada la exención anterior donde se realizaba un primer pago en pesos cubanos (CUP). Otro cambio importante será la prohibición de introducir, libre de impuesto, un segundo teléfono celular, por el cual las personas deberán pagar una suma estimada, provisionalmente, alrededor de los 100 CUC pero que pudiera alcanzar una cantidad mayor en dependencia del modelo de aparato.
Las regulaciones, que algunos afirman se harían efectivas mucho antes de lo pronosticado, no dudan en vincularlas al proceso de unificación monetaria en que se ha empeñado el gobierno cubano a pesar de la crisis económica que atraviesa. No obstante, han sido caracterizadas, por un oficial de aduana del aeropuerto de La Habana que ofreció su opinión bajo condición de anonimato, como más rigurosas y enfocadas a eliminar el tráfico de mercancías, agilizar los servicios aeroportuarios, proteger el mercado estatal, favorecer la progresiva eliminación de la doble moneda pero, sobre todo, frenar el contrabando.
Las medidas afectarían, por ende, a las llamadas “mulas”, personas que usan los kilogramos de equipajes permitidos por las aerolíneas en los vuelos regulares para introducir, con fines comerciales, ropas, zapatos y artículos ausentes, o excesivamente multados, en la red de comercio del gobierno. Por este motivo, algunas personas no han dudado en relacionar los cambios con la cruzada actual contra la iniciativa privada.
