Following the pattern established in China, market with the communist rhetoric of the party, begins in writing, the Cuban fabric and carbon copy of the regime established for some 30 years in the Asian communist continent, but with the difference that neither Cuba and the Cubans are nothing like the Chinese Confucian kingdom.

It has begun in Cuba with:

1) The Government will recognize the role of the market and private property in its “constitutional reform”, but will maintain the “irrevocability” of socialism and the leading role of the Communist Party. “The economic system (…) maintains as essential principles” the socialist property of the whole people “on the fundamental means of production and planning as a main component of management, to which is added the recognition of the role of the market and new forms of property, including the private one “and recognizes” the importance of foreign investment for the economic development of the country “.

2) Regarding rights, “non-discrimination due to gender identity, ethnic origin and disability” and the presumption of innocence are incorporated; the social reintegration of persons deprived of their liberty; to be treated with respect to their dignity and mental, physical and moral integrity, as well as to be prosecuted and condemned by a competent, independent, impartial and legally established court. ”

3) Free health and education are preserved in the same proposal.

4) The proposal also includes changes in the structure of the Government, such as the institution of the figure of the president and vice president of the Republic and the recovery of the position of prime minister, existing until 1976. The president may hold office “for a period of five years “and for” up to two consecutive terms “.

The reform of the Constitution is directed by General Raul Castro and will probably be approved, because the National Assembly never votes against the regime’s proposals and almost always endorses them unanimously. After passing through the Assembly, the new text must be submitted to a referendum for ratification by the citizens.

(OPINIÓN) CUBA SIGUIENDO EL PATRÓN CHINO: “MERCADO Y PROPIEDAD PRIVADA JUNTO A LA RETÓRICA COMUNISTA DE PARTIDO”.

Siguiendo el patrón establecido en China, de mercado con la retórica comunista de partido, se comienza por escrito, el tejido Cubano de una copia al carbón del régimen establecido desde hace ya unos 30 años en el continente asiático comunista, pero con la diferencia que ni Cuba ni los Cubanos se asemejan en nada al reino confuciano Chino.

Se ha comenzado en Cuba con:

1) El Gobierno reconocerá el papel del mercado y la propiedad privada en su “reforma constitucional”, pero mantendrá la “irrevocabilidad” del socialismo y el papel rector del Partido Comunista. “El sistema económico (…) mantiene como principios esenciales “la propiedad socialista de todo el pueblo” sobre los medios fundamentales de producción y la planificación como componente principal de dirección, a lo que se añade el reconocimiento del papel del mercado y de nuevas formas de propiedad, entre ellas la privada” y reconoce “la importancia de la inversión extranjera para el desarrollo económico del país”.

2) En cuanto a derechos, se incorpora “la no discriminación por identidad de género, origen étnico y discapacidad” y la presunción de inocencia; la reinserción social de las personas privadas de libertad; ser tratados con respeto a su dignidad e integridad psíquica, física y moral, así como ser procesado y condenado por tribunal competente, independiente, imparcial y preestablecido legalmente”.

3) En la misma propuesta se conserva la gratuidad de la salud y la educación.

4) La propuesta incluye asimismo cambios en la estructura del Gobierno, como la institución de la figura del presidente y vicepresidente de la República y la recuperación del cargo de primer ministro, existente hasta 1976. El presidente podrá ejercer el cargo “por un período de cinco años” y por “hasta dos mandatos consecutivos”.

La reforma de la Constitución es dirigida por el general Raúl Castro y previsiblemente será aprobada, pues la Asamblea Nacional nunca vota contra propuestas del régimen y casi siempre las respalda por unanimidad. Tras el paso por la Asamblea, el nuevo texto debe ser sometido a un referéndum para su ratificación por parte de la ciudadanía.
