Cuba’s ambassador to Spain, Gustavo Machín Gómez, said this week that the new Cuban constitution – even without approval – will “shield” from the legal point of view the foreign investment in the island, informed the newspaper specialized in economy ‘Diario Abierto’ .

As part of a conference held on Monday and organized by the Spanish law firm Gómez-Acebo & Pomo, the Cuban official encouraged potential investors to join the mega hotel and golf project that is being built in Pinar del Río, to the west. from the country. This is Punta Colorada, to be fully developed in the next 25 years and that includes a large tourist resort with five hotels, 20,000 houses and seven golf courses on a 3,600-hectare site.

“The new Constitution, which frames the opening process that the country is undergoing in recent years, will facilitate and expedite foreign investment, since it will shield it from a legal point of view,” the ambassador was quoted as saying by the newspaper.

In the meeting with businessmen, entitled ‘Investment in Cuba. Practical aspects and real experiences’, was also present Raudel García Rodríguez, director of the Public Company Cubagolf and vice president of the Mixed Business Punta Colorada. Jaime García-Legaz, president of the Spanish section of the Spain-Cuba Bilateral Business Committee and former secretary of the State of Commerce, also attended the meeting. The latter highlighted the opening of credit lines to cover risks associated with investments in Cuba by the Spanish Insurance Company of Export Credit (Cesce).

Jaume Roma, president of the Mixed Business Punta Colorada SA, and Roger Jordana, CEO, underscored the speed with which the process of setting up the joint venture company, the preparation of a master plan (carried out by the London firm PDP), the approval of urban regulations, as well as the authorization of the works and the start of construction. “All this in 16 months,” they stressed.

The initial phase, which will require an investment of some 300 million euros, out of a total of 1,000 million calculated for the first stage, includes a hotel that will be a Demonstration Center to “make the world fall in love with this project,” said the exponents.

When the first phase ends, they indicated, there will be four golf courses, one of them with a hole in the sea, unique in the world; 3 hotels, with a total of 1,250 rooms; a marina with about 300 moorings and more than 1,700 villas, apartments and bungalows.

Similarly, a wind center will be built from which to practice windsurfing, kite surfing, paddlesurfing, canoeing and other disciplines such as snorkeling or scuba diving; a center of high performance (professional and semi-professional) in football, tennis, golf, sailing, baseball, among other sports, with special attention to horse riding.

The facilities will occupy 700 hectares of the 3,600 total surface of the project. Punta Colorada Golf & Marina Cuba will be a pioneer in the total use of clean energy, for which it will have a biogas plant and a solar farm, they stressed.

GARANTIZARÁ CUBA UN “SEGURO LEGAL” A LA INVERSIÓN EXTRANJERA EN LA ISLA.

El embajador de Cuba en España, Gustavo Machín Gómez, aseguró esta semana que la nueva Constitución cubana -aún sin aprobar- “blindará” desde el punto de vista legal la inversión extranjera en la Isla, informó el periódico especializado en economía ‘Diario Abierto’.

En el marco de una conferencia realizada el lunes y organizada por el despacho español de abogados Gómez-Acebo & Pomo, el funcionario cubano animó a los potenciales inversores a sumarse el megaproyecto de hotelería y golf que se está construyendo en Pinar del Río, al occidente del país. Se trata de Punta Colorada, a desarrollarse completamente en los próximos 25 años y que contempla un gran resort turístico con cinco hoteles, 20.000 casas y siete campos de golf en un terreno de 3.600 hectáreas.

“La nueva Constitución, que enmarca en el proceso de apertura que está viviendo el país en los últimos años, facilitará y agilizará la inversión extranjera, ya que va a blindarla desde el punto de vista legal”, dijo el embajador, citado por el periódico.

En el encuentro con empresarios, titulado ‘Inversión en Cuba. Aspectos prácticos y experiencias reales’, estuvo presente también Raudel García Rodríguez, director de la Empresa Pública Cubagolf y vicepresidente de la Empresa Mixta Punta Colorada. Asimismo, asistió a la cita Jaime García-Legaz, presidente de la sección española del Comité Empresarial Bilateral España-Cuba y exsecretario de Estado de Comercio. Este último destacó la apertura de líneas de crédito para cubrir riesgos asociados a las inversiones en Cuba por parte de la Compañía Española de Seguros de Crédito a la Exportación (Cesce).

Jaume Roma, presidente de la Empresa Mixta Punta Colorada S.A, y Roger Jordana, consejero delegado, subrayaron la rapidez con la que se ha llevado a cabo el proceso de constitución de la empresa mixta promotora, la elaboración de un máster plan (realizado por la firma londinense PDP), la aprobación de la normativa urbanística, así como la autorización de las obras y el comienzo de la construcción. “Todo ello en 16 meses”, recalcaron.

PROYECTO PUNTA COLORADA GOLF & MARINA.

La fase inicial, que requerirá una inversión de unos 300 millones de euros, de un total de 1.000 millones calculados para la primera etapa, contempla un hotel que será Centro de Demostración para “enamorar al mundo con este proyecto”, dijeron los exponentes.

Cuando concluya la primera fase, indicaron, habrá cuatro campos de golf, uno de ellos con un hoyo en el mar, hecho único en el mundo; 3 hoteles, con un total de 1.250 habitaciones; una marina con unos 300 amarres y más de 1.700 villas, apartamentos y bungalows.

De igual forma, será construido un wind center desde el que practicar windsurf, kitesurf, paddlesurf, canoa-kayak y otras disciplinas como el snorkel o el submarinismo; un centro de alto rendimiento (profesional y semiprofesional) en fútbol, tenis, golf, vela, béisbol, entre otros deportes, con especial atención a la hípica.

Las instalaciones ocuparán 700 hectáreas de las 3.600 de superficie total del proyecto. Punta Colorada Golf & Marina Cuba será pionero en el uso total de energía limpia, para lo cual contará con una planta de biogás y una granja solar, subrayaron.
