The Second Business Forum Russia and Latin America and the Caribbean was opened on Monday in Expocuba in the field of the XXXVI International Fair of Havana, FIHAV 2018, as a space to identify new projects that deepen the economic and commercial relations of Moscow with the region.

According to the official website of Cubadebate, on the opening day of the meeting, which takes place in Cuba for the first time, Russian Deputy Prime Minister Yuri Borisov reaffirmed the “long-term strategic interest” in the Latin American and Caribbean region.

“We do not use this cooperation for conjunctural purposes, the character of the links has changed, of supplying resources, to achieve joint development” and abounded that they have mixed commissions with 12 nations, seen as a “key mechanism to promote alliances”.

Borisov also added that this forum coincides with the celebration of the sixteenth edition of the intergovernmental meeting Russia-Cuba for the Commercial, Economic, Scientific and Technical Cooperation, which will treat bilateral projects for the next periods.
One of the most ambitious joint programs backed by millions is the one related to the modernization of the Cuban railroad.

Borisov pointed out that these are long-term investments, which will also impact the creation of new jobs. Sources close to Moscow and recently quoted by the publication Kommersant, had handled the figure of 60 investment projects in total, which had already been negotiated with the island’s authorities.

The same publication announced that Moscow will grant the Cuban Government a credit of more than 50 million dollars for the purchase of all types of weapons and military equipment, whose contract would also be signed during the bilateral commission itself.

According to the Russian leader, the commercial exchange of Moscow with Latin America and the Caribbean amounted last year to 14,500 million dollars. There are mutual businesses in the fields of energy, industries, road infrastructure, agriculture, among others.

Approach to Havana in 2017

During the celebration of the Day of Russia in FIHAV 2018, the Russian Deputy Prime Minister informed that the commercial exchange between his Government and the one of Cuba experienced a growth of 17% and added around 300 million dollars the past year, when the relations in sectors such as rail transport and automotive.

Borisov added that work is also being done to strengthen collaboration in other branches such as aviation and the chemical and pharmaceutical industry.

When participating in the ceremony, Rodrigo Malmierca Díaz, Cuban Minister of Foreign Trade and Foreign Investment (MINCEX), described that country as a strategic partner, and celebrated its insertion effectively in the development of various programs that the Government identifies as prioritized. In Malmierca’s opinion, “it is necessary to expand the presence of Cuban goods and services in the Russian Federation, for which FIHAV 2018 will be a fundamental scenario.”

The head of MINCEX said that in recent years his government has fulfilled the obligations contracted after the reordering of its debt and promised that it will continue to “pay off these commitments on time, according to agreed schedules.”

Data provided by the Cuban minister indicate that Moscow remains among the first ten commercial partners of Havana, with the eighth position worldwide and the second in the European region.

El Segundo Foro Empresarial Rusia y América Latina y el Caribe quedó abierto este lunes en Expocuba en el ámbito de la XXXVI Feria Internacional de La Habana, FIHAV 2018, como un espacio para identificar nuevos proyectos que permitan profundizar las relaciones económicas y comerciales de Moscú con la región.

Según recogió el sitio oficial Cubadebate, en la jornada inaugural de la cita, que se realiza en Cuba por primera vez, el viceprimer ministro ruso Yuri Borísov reafirmó el “interés estratégico, a largo plazo”, en la región latinoamericana y caribeña.

“No utilizamos esta cooperación con fines coyunturales, el carácter de los vínculos ha cambiado, de suministro de recursos, a lograr un desarrollo conjunto” y abundó que poseen comisiones mixtas con 12 naciones, vistas como un “mecanismo clave para impulsar las alianzas”.

Borisov añadió también que este foro coincide con la celebración de la décimo sexta edición de la reunión intergubernamental Rusia-Cuba para la Cooperación Comercial, Económica, Científica y Técnica, en el que se tratarán proyectos bilaterales para los próximos periodos.
Uno de los programas conjuntos más ambiciosos respaldados con sumas millonarias es el relacionado con la modernización del ferrocarril cubano.

Borisov puntualizó que se trata de inversiones a largo plazo, que impactarán también en la creación de nuevos puestos de trabajo. Fuentes cercanas a Moscú y citadas recientemente por la publicación Kommersant, habían manejado la cifra de 60 proyectos de inversión en total, que ya habían sido negociados con las autoridades de la Isla.

La misma publicación anunció que Moscú concederá al Gobierno cubano un crédito de más de 50 millones de dólares para la compra de todo tipo de armamento y material militar, cuyo contrato también sería firmado durante la propia comisión bilateral.

Según el dirigente ruso, el intercambio comercial de Moscú con Latinoamérica y el Caribe ascendió el año pasado a 14.500 millones de dólares. Hay negocios mutuos en las esferas de la energía, industrias, infraestructura vial, agricultura, entre otras.

Acercamiento a La Habana en 2017

Durante la celebración del Día de Rusia en FIHAV 2018, el viceprimer ministro ruso informó que el intercambio comercial entre su Gobierno y el de Cuba experimentó un crecimiento del 17% y sumó alrededor de 300 millones de dólares el pasado año, cuando continuaron las relaciones en sectores como el transporte ferroviario y el automotor.

Borisov añadió que igualmente se trabaja para estrechar la colaboración en otras ramas como la aviación y la industria química y farmacéutica.

Al intervenir en la ceremonia, Rodrigo Malmierca Díaz, titular cubano de Comercio Exterior y la Inversión Extranjera (MINCEX), calificó a ese país como un socio estratégico, y celebró su inserción de manera efectiva en el desarrollo de diversos programas que el Gobierno identifica como priorizados. En opinión de Malmierca, “resulta necesario expandir la presencia de bienes y servicios cubanos en la Federación rusa, para lo cual FIHAV 2018 será un escenario fundamental”.

El titular del MINCEX dijo que en los últimos años su Gobierno ha cumplido las obligaciones contraídas tras el reordenamiento de su deuda y prometió que continuará “saldando estos compromisos en tiempo, según los cronogramas acordados”.

Datos aportados por el ministro cubano indican que Moscú se mantiene entre los primeros diez socios comerciales de La Habana, con el octavo puesto a nivel mundial y el segundo en la región europea.
