The growing number of Cubans seeking to settle in Uruguay is testing the authorities, who acknowledge that they have no human or economic capacity in the Refugee Commission to process so many complaints, El País newspaper reported Wednesday.

In the first eight months of 2018 some 7,268 Cubans have entered Uruguay, indicates a statistical chart made public by that publication, and of these, only 1,040 have been able to start the residency process this year.

In 2017, the arrivals of citizens of the Island were 4,577, which means that this year this figure should be doubled.

Every day about thirty Cubans gather at the Chancellery headquarters in Montevideo to request a document that enables them to work and to process the identity card.

“The figures of entry and exit of the country registered by the National Directorate of Migration show that since 2012 there are more Cubans arriving than those who leave,” the source said.

The trip from Cuba to Uruguay for the majority of Cubans begins in Guyana, where they can enter without a visa, then travel by land to northern Brazil (where they can drive less than five days before being arrested) and finally to the border with Uruguay (where they apply for refuge, a status that facilitates their entry and the beginning of regulation: first give up the shelter and then start the residence).

In the last two years, it has begun to “spread the word” that in Uruguay it is easy to access documentation and that “there is work”. That, added to sophisticated trafficking networks that act as coyotes to guide migrants, has increased the arrival of Cubans.

Once in Uruguay, after having regularized their situation and having saved money again, several of the immigrants appeal to family reunification to bring their children.

The figures of entry and exit of the country registered by the National Migration Office show that since 2012 there are more Cubans arriving than those who leave.

On the other hand, the amount of family remittances that leave Uruguay for Cuba has skyrocketed in the last six months, according to a report from the Central Bank of the South American country. From Uruguay, about 58 million dollars went out in the first half of 2018 for family remittances. The South American country received about 69 million for the same concept.

El creciente número de cubanos que buscan asentarse en Uruguay pone a prueba a las autoridades, que reconocen que no tienen capacidad humana ni económica en la Comisión de Refugiados para procesar tantos reclamos, indicó este miércoles el diario El País.

En los primeros ocho meses de 2018 han ingresado a Uruguay unos 7.268 cubanos, indica un gráfico estadístico hecho público por esa publicación, y de ellos, sólo 1.040 han podido iniciar este año el trámite de residencia.

En 2017, los arribos de ciudadanos de la Isla fueron 4.577, con lo que el presente año debe doblarse esa cifra.

Cada día una treintena de cubanos se aglomera en la sede de la Cancillería en Montevideo para solicitar un documento que los habilita a trabajar y a tramitar la cédula de identidad.

“Las cifras de entrada y salida del país que registra la Dirección Nacional de Migración muestran que desde 2012 son más los cubanos que llegan que aquellos que se van”, apuntó la fuente.

El viaje de Cuba a Uruguay para la mayoría de los cubanos comienza en Guyana, a donde pueden ingresar sin visa, luego viajan por tierra hacia el norte de Brasil (donde pueden circular menos de cinco días antes de ser detenidos) y finalmente hasta la frontera con Uruguay (donde solicitan el refugio, un estatus que les facilita el ingreso y el comienzo de la regulación: primero renunciar al refugio y luego dar inicio a la residencia).

En los últimos dos años comenzó a “correrse la voz” de que en Uruguay es fácil acceder a la documentación y de que “hay trabajo”. Eso, sumado a sofisticadas redes de tráfico que hacen las veces de coyotes para guiar a los migrantes, ha incrementado la llegada de cubanos.

Una vez en Uruguay, luego de haber regularizado su situación y habiendo ahorrado otra vez dinero, varios de los inmigrantes apelan a la reunificación familiar para traer a sus hijos.

Por otra parte, la cantidad de remesas familiares que salen de Uruguay con destino a Cuba se ha disparado en los últimos seis meses, según un informe del Banco Central del país sudamericano. De Uruguay salieron en el primer semestre de 2018 unos 58 millones de dólares por concepto de remesas familiares. El país sudamericano recibió unos 69 millones por el mismo concepto.
