Una serie de pláticas en Washington, Nueva York y en México con personas cercanas al gobierno de Donald Trump y con ciertos sectores republicanos de Florida, llevan a pensar que la postura de la administración Trump frente a Venezuela, en el fondo, es una mera treta. Muchos piensan que el verdadero objetivo de la Casa Blanca y sobre todo del Consejero de Seguridad Nacional, John Bolton y del senador cubano-americano por Florida, Marco Rubio, es el gobierno de Raúl Castro y de Miguel Díaz-Canel, en La Habana. Podría parecer absurdo que, al cabo de casi 60 años de intentos por lograr un cambio de régimen en la isla, los norteamericanos quieran volver a intentarlo. Sin embargo, hay motivos para creer que de eso se trata.

Hasta donde entiendo, el cálculo de estos personajes en Washington, es que existen hoy en Cuba, elementos nuevos, anteriormente ausentes, para convencerse de que un nuevo intento de derrocamiento es viable. En primer lugar, antes que nada, desde luego, la ausencia de Fidel Castro. Conviene recordar, que en cada uno de los momentos más difíciles que ha vivido la dictadura cubana, el mantenimiento de la misma se debió al involucramiento personal de Fidel Castro. La última vez fue, desde luego, El Maleconazo en agosto de 1994, en pleno periodo especial, provocado por la caída de la Unión Soviética y el fin del subsidio de Moscú al régimen castrista. Hoy ya no está Fidel, ni Raúl tiene la capacidad de pararse frente a la gente y disuadirlos de cualquier tipo de motín, y Díaz-Canel, desde luego que carece por completo de esa capacidad.

Segundo elemento: la situación económica en Cuba se ha agravado seriamente durante los últimos meses. Apenas hace unas dos semanas se reintrodujo el racionamiento de algunos productos primera necesidad como huevo, pollo, jabón, leche. El desabastecimiento ya es una realidad renovada. De la misma manera, la reducción draconiana de los envíos de petróleo de Venezuela a La Habana ha generado una serie de apagones que se van a agudizar seguramente durante el verano. No existe ninguna alternativa ahorita para la dictadura, ya que la única posible, que sería el gobierno de López Obrador en México, no está en condiciones de hacerlo. Al grado que cuando vino a México el canciller cubano Bruno Rodríguez, hace un par de semanas, ni siquiera lo recibió el Presidente.

En tercer lugar, las medidas de la administración Trump para revertir la normalización de Obama sí pueden surtir cierto efecto. Se trata de limitaciones al envío de remesas –quizás la medida menos importante– aunado a los crecientes obstáculos impuestos por el gobierno de Estados Unidos al turismo norteamericano en Cuba; y sobre todo la no suspensión de los llamados títulos III y IV de la Ley Helms-Burton de 1995 y que actúan como un disuasivo muy importante para la inversión no sólo norteamericana sino europea y también latinoamericana.

En cuarto lugar, el mismo drama venezolano repercute en Cuba. No solo por la reducción de las entregas de petróleo, tanto para consumo cubano como para reexportación, y también con motivo de la restricción de divisas en Venezuela que probablemente ha generado una disminución del pago venezolano por todo el dispositivo médico, deportivo, de inteligencia y de seguridad cubano en Venezuela. Todo esto no tiene mayor sustitución posible.

La gente que cree estar enterada en Washington, en México, en Nueva York, concluye de todo esto, que el verdadero objetivo de Trump, Bolton y Rubio, es La Habana. Sostienen que seguramente se equivocan pero que no carece de cierta lógica su posición. Les están brillando los ojitos. Venezuela en esta hipótesis, como dije, sería una mera treta. El verdadero objetivo, es La Habana.

(OPINION) THE GOAL OF TRUMP IS CUBA.

A series of talks in Washington, New York, and Mexico with people close to the government of Donald Trump and with certain Republican sectors of Florida, lead to thinking that the position of the Trump administration against Venezuela, deep down, is a mere feint. Many think that the true objective of the White House and especially the National Security Adviser, John Bolton and the Cuban-American senator from Florida, Marco Rubio, is the government of Raúl Castro and Miguel Díaz-Canel, in Havana. It might seem absurd that, after almost 60 years of attempts to achieve regime change on the island, Americans want to try again. However, there are reasons to believe that this is what it is about.

As far as I understand, the calculation of these characters in Washington is that there are new elements in Cuba, previously absent, to convince oneself that a new attempt to overthrow is viable. First of all, first of all, of course, the absence of Fidel Castro. It is worth remembering that in each of the most difficult moments that the Cuban dictatorship has experienced, the maintenance of it was due to the personal involvement of Fidel Castro. The last time was, of course, El Maleconazo in August 1994, during the special period, caused by the fall of the Soviet Union and the end of Moscow’s subsidy to the Castro regime. Today, Fidel is no longer there, nor does Raúl have the ability to stand in front of the people and dissuade them from any type of riot, and Díaz-Canel, of course, lacks that capacity altogether.

Second element: the economic situation in Cuba has seriously worsened during the last months. Just two weeks ago the rationing of some first necessity products like egg, chicken, soap, milk was reintroduced. The shortage is already a renewed reality. In the same way, the draconian reduction of oil shipments from Venezuela to Havana has generated a series of blackouts that will surely sharpen during the summer. There is no alternative now for the dictatorship, since the only possible one, which would be the López Obrador government in Mexico, is not in a position to do so. To the extent that when Cuban Foreign Minister Bruno Rodríguez came to Mexico a couple of weeks ago, he was not even received by the President.

Third, the Trump administration’s measures to reverse Obama’s normalization can have some effect. These are limitations on sending remittances -perhaps the least important measure- together with the growing obstacles imposed by the US government on American tourism in Cuba; and above all the non-suspension of the so-called titles III and IV of the Helms-Burton Act of 1995 and which act as a very important deterrent to investment, not only American but European and also Latin American.

Fourth, the same Venezuelan drama reverberates in Cuba. Not only because of the reduction in oil deliveries, both for Cuban consumption and for re-exportation, but also because of the restriction of foreign currency in Venezuela that has probably led to a decrease in Venezuelan payments throughout the medical, sports, intelligence and of Cuban security in Venezuela. All this does not have as much substitution as possible.

People who believe they are aware of Washington, Mexico, New York, conclude that Trump, Bolton and Rubio’s true objective is Havana. They maintain that they are surely wrong but that their position does not lack a certain logic. The eyes are shining. Venezuela in this hypothesis, as I said, would be a mere feint. The real objective is Havana.
