La Administración de Donald Trump prohibió financiar actividades de intercambio educativo y cultural con funcionarios y entidades estatales de Cuba, según un documento emitido este lunes por la Casa Blanca y firmado por el presidente de EEUU.

El Registro Federal de EEUU hizo público este 4 de noviembre, la Determinación Presidencial número 2020-02, del 18 de octubre, relacionada con los esfuerzos de gobiernos extranjeros para eliminar el tráfico de personas. En la regulación, Trump declara que EEUU no proveerá asistencia no humanitaria, comercial, ni permitirá el financiamiento para la participación en programas educacionales o culturales con oficiales o empleados de los gobiernos de Cuba, Corea del Norte, Siria y Rusia para el año fiscal 2020.

La medida estará vigente hasta que estos gobiernos “cumplan con los estándares mínimos para la eliminación del tráfico de personas o hagan esfuerzos significativos” para ello.

La Determinación instruye también “a los directores ejecutivos de cada banco de desarrollo multilateral de EEUU, según se define en la Ley, y del Fondo Monetario Internacional, a votar en contra y realizar los mayores esfuerzos para negar cualquier préstamo u otra utilización de los fondos de la institución respectiva (que no sea para asistencia humanitaria; para asistencia relacionada con el comercio; o para la asistencia para el desarrollo que aborda directamente las necesidades humanas básicas, no administradas por el Gobierno de dicho país y no confiera ningún beneficio a ese Gobierno) para los gobiernos de Burundi, China, Cuba, la RPDC, Guinea Ecuatorial, Eritrea, Gambia, Irán, Mauritania, Rusia, Arabia Saudita, Sudán del Sur y Siria”.

Según precisó un reporte de El Nuevo Herald, la Casa Blanca no impide, sin embargo, que los gobiernos “locales y estatales continúen contratando a artistas cubanos o financiando diversos tipos de intercambio cultural y educativo con la Isla. Tampoco tiene efecto sobre empresarios privados que pueden seguir trayendo a EEUU a músicos que residen en la Isla para conciertos”.

Estas sanciones están vinculadas con el deterioro de la evaluación de Cuba en el informe anual sobre tráfico de personas, dijo un funcionario del Departamento de Estado al medio miamense, ya que el pasado mes de junio Washington colocó a La Habana “en la peor categoría en su escala de países que no hacen lo suficiente para combatir la trata de personas”.

El Gobierno cubano adquiere dividendos de estos intercambios, que funcionan igual que las “misiones internacionalistas” de los médicos y han sido catalogadas por los propios participantes de “esclavitud moderna”.
