TRAFFICKING OF CUBAN MIGRANTS, THE “ROMANIAN MAFIA” AND MEXICAN POLITICIANS
At this time, the so-called “Romanian mafia” and Mexican politicians are being investigated in Mexico and the United States for trafficking in Cuban migrants. The intelligence departments of the security cabinet and US authorities also track the trafficking of undocumented Cubans that controlled this mafia, allegedly led by Florian Tudor known as “El Tiburon”, along with a network of politicians who helped him expand his operations in Mexico.
According to the intelligence report of which Milenio has a copy, the trafficking of undocumented persons of Cuban nationality was another of the illicit crimes committed by the Romanian mafia and it would have been done at the hands of several politicians from Quintana Roo, whom the Unit of Financial Intelligence already froze their bank accounts.
In human trafficking, one of the key actors is José Luis Jonathan Yong Mendoza, former secretary of public security of Cancun and aspiring local deputy for the Labor Party and Morena; as well as his father José Luis Yong Cruz, who the FBI considers to be part of the network that traffics undocumented Cubans who arrive on the coasts of Quintana Roo, in addition to Francisco Evadio Garibay Osorio, former director of the Institute of Real Estate Heritage of the Public Administration with the then Governor Félix González Cantú and his son Iván Eliud Garibay Pulido, who was legal director of the state government in the Northern Zone during the government of Roberto Borge.
According to investigations that began in 2014, businessman Luis Manuel Álvarez Adán, known as “El Cubano” for being from that country, accused the Garibays of collecting fees for criminal organizations and the transfer of Cubans from the shores of Cuba to those of Quintana Roo with the help of the then governor Roberto Borge. “El Cubano” was arrested on charges of extorting money from other businessmen in Cancun, and in July 2018 he was hanged in an alleged suicide in a Cancun jail cell.
Authorities from Mexico and the United States continue to trace the routes of human trafficking, Cuban illegal immigrants and the sexual exploitation of women in which the Romanian mafia participates from Quintana Roo.
The UIF has already reported to the Attorney General’s Office and Seido all these people for corruption, money laundering and criminal association, which includes Israel López Salazar and Luis Miguel Zetina or Chávez Barriga, the two operators linked to René Bejarano and who attended the inauguration of President Andrés Manuel López Obrador.
Other accounts frozen and people denounced are the leaders of other gangs that Milenio revealed, allied with Florian Tudor, such as Héctor Ortiz Solares, the “H-1” leader of the León hacker gang and the leader of the Cancun Cartel, Leticia Rodríguez Lara “Doña Lety”. As well as Adrián Nicolae Cosmin, identified by the FBI as the main partner of that gang. Until now, with the information provided by the banking institutions, 500 million pesos have been frozen.

TRAFICO DE MIGRANTES CUBANOS, LA MAFIA RUMANA Y POLITICOS MEXICANOS
En estos momentos son investigados en México y Estados Unidos la llamada “mafia rumana” y politicos mexicanos, por tráfico de migrantes cubanos. Las areas de inteligencia del gabinete de seguridad y autoridades estadounidenses también rastrean el tráfico de indocumentados cubanos que controló dicha mafia presuntamente liderada por Florian Tudor conocido como “El Tiburón”, junto una red de políticos que lo ayudaron a extender sus operaciones en México.
De acuerdo al reporte de inteligencia del que Milenio tiene una copia, el tráfico de indocumentados de nacionalidad cubana fue otro de los ilícitos en los que incurrió la mafia rumana y lo habría hecho de la mano de varios políticos de Quintana Roo, a quienes la Unidad de Inteligencia Financiera ya les congeló sus cuentas bancarias.
En el tráfico de personas, uno de los actores clave es José Luis Jonathan Yong Mendoza, ex secretario de seguridad pública de Cancún y aspirante a diputado local por el Partido del Trabajo y Morena; así como su padre José Luis Yong Cruz, quienes el FBI considera que forman parte de la red que trafica indocumentados cubanos que arriban a las costas quintanarroenses, además de Francisco Evadio Garibay Osorio, ex director del Instituto del Patrimonio Inmobiliario de la Administración Pública con el entonces gobernador Félix González Cantú y su hijo Iván Eliud Garibay Pulido, quien fue director jurídico de gobierno del estado en la Zona Norte durante el gobierno de Roberto Borge.
De acuerdo a indagatorias que comenzaron desde el 2014, el empresario Luis Manuel Álvarez Adán conocido como “El Cubano” por ser originario de ese país, acusó a los Garibay a recaudar cuotas para organizaciones criminales y el trasiego de cubanos desde las costas de Cuba hasta las de Quintana Roo con ayuda del entonces gobernador Roberto Borge. “El Cubano” fue detenido acusado de extorsionar a otros empresarios de Cancún y en julio de 2018 murió ahorcado en un presunto suicidio en una celda de la cárcel de Cancún.
Autoridades de México y de Estados Unidos continúan rastreando las rutas de tráfico de personas, de indocumentados cubanos y la explotación sexual de mujeres en que participa la mafia rumana desde Quintana Roo.
La UIF ya denunció ante la Fiscalía General de la República y Seido a todas estas personas por corrupción, lavado de dinero y asociación delictuosa, que incluye a Israel López Salazar y Luis Miguel Zetina o Chávez Barriga, los dos operadores vinculados a René Bejarano y que asistieron a la toma de protesta del presidente Andrés Manuel López Obrador.
Otras de las cuentas congeladas y personas denunciadas son los líderes de otras bandas que Milenio reveló, se aliaron con Florian Tudor, como Héctor Ortiz Solares el “H-1” líder de la banda de hackers de León y la lideresa del Cártel de Cancún, Leticia Rodríguez Lara “Doña Lety”. Así como Adrián Nicolae Cosmin, identificado por el FBI como el socio principal de esa banda. Hasta este momento, con la información proporcionada por las instituciones bancarias, se han congelado 500 millones de pesos.
