The White House made the announcement this Friday and if the nomination is confirmed, the Cuban-born military man would be the second Latino person to serve as US Secretary of the Navy.
President Joe Biden nominated Cuban-American Carlos del Toro, a veteran former naval force commander, as the new United States Secretary of the Navy.
If the nomination is confirmed by the Senate, the Cuban-born military man would be the second Hispanic person to serve in that important position after Eduardo Hidalgo, who led the Navy under the presidency of Jimmy Carter, between 1979 and 1981.
The Biden administration had been considering nominating Del Toro since April and concluded investigations into the Cuban American last week. The retired commander would be the second Cuban-American to join Biden’s cabinet after attorney Alejandro Mayorkas became Secretary of National Security last February.
The 59-year-old former commander was born in Havana but emigrated to the United States in 1962, where his family settled in New York.
The White House officially announced the appointment of Del Toro, who is serving as president of a small information technology company.
WHO IS CUBAN AMERICAN CARLOS DEL TORO?
The story of Carlos del Toro is that of a typical immigrant family, who had to carve out a future through hard work and sacrifice. Based in New York, his father worked as a taxi driver and handyman, while his mother was a seamstress in a factory until the couple was able to start a small laundry business.
In 1983, Del Toro graduated as an electrical engineer from the United States Naval Academy, Annapolis, and during his service he remained aboard a frigate, two destroyers, a cruiser, and an aircraft carrier that were deployed numerous times in the Mediterranean and the Black, Pacific and Persian Sea during the Cold War. He also participated in a tour in the Persian Gulf during Operation Desert Storm.
Del Toro had the historic responsibility of directing the destroyer USS Bulkeley (DDG-84), the most modern warship in the United States Navy, since December 2001, making him the first Hispanic designated to command at that time. an Arleigh Burke-type destroyer and the highest-ranking Cuban-American officer in the Navy.
After participating in the Gulf War, in 1991, he attended Navy War College in Newport, Rhode Island, where he earned a master’s degree in Strategic Studies and National Security. Between 1996 and 1998 he served as executive officer of the Vincennes cruise ship (CG-49), in Japan, before being selected for the White House Fellows Program.
In addition, he holds several high-level appointments at the Pentagon, where he has worked on a budget, procurement, space, and legislative issues.
Today, Del Toro is CEO of SBG Technology Solutions, a fast-growing engineering and IT services company that he founded in 2004.
His nomination is the third and final of Biden’s elections for civil service secretary positions. In May, the Senate confirmed Christine Wormuth as Secretary of the Army. She is the first woman to hold that position.
As with Wormuth, Del Toro’s nomination must also be confirmed by the Senate.

El presidente Joe Biden nominó al cubanoamericano Carlos del Toro, un veterano excomandante de la fuerza naval, como nuevo Secretario de la Marina de Estados Unidos.
De confirmarse la nominación por el Senado, el militar nacido en Cuba sería la segunda persona hispana en servir en ese importante cargo después de Eduardo Hidalgo, quien dirigió la Marina bajo la presidencia de Jimmy Carter, entre 1979 y 1981.
La administración de Biden había estado valorando nominar a Del Toro desde abril y concluyó las investigaciones sobre el cubanoamericano la semana pasada. El comandante retirado sería el segundo cubanoamericano en formar parte del gabinete de Biden, luego de que el abogado Alejandro Mayorkas se convirtiera en secretario de Seguridad Nacional el pasado febrero.
El excomandante, de 59 años, nació en La Habana pero emigró en 1962 a Estados Unidos, donde su familia se instaló en New York.

QUIEN ES EL CUBANOAMERICANO CARLOS DEL TORO?
La historia de Carlos del Toro es la de una típica familia de inmigrantes, que tuvo que labrarse un futuro a fuerza de trabajo y sacrificios.
