El estallido en las calles cubanas desafiando al régimen y la violenta represión desencadenada contra los manifestantes han generado un cambio de perspectiva en Washington.
LAS MULTITUDINARIAS protestas ocurridas en Cuba hace apenas una semana han conseguido acelerar decisiones aplazadas sobre la política de Estados Unidos y cambiar de un tirón el enfoque de la estrategia hacia la isla.
En ocho días Cuba pasó de no ser una prioridad en la política exterior de Estados Unidos a una prioridad absoluta, según declaraciones emitidas este lunes por cercanos asesores del presidente Joe Biden.
“La Casa Blanca está siguiendo de cerca la situación en Cuba y […] abordar el momento y la situación actual en Cuba es una prioridad absoluta para la Administración”, indicó una declaración oficial.
REUNION DE LIDERES CUBANOAMERICANOS CON LA ADMINISTRACION
El comunicado se produjo después de una reunión de líderes cubanoamericanos con Cedric Richmond, asesor principal y director de la Oficina de Compromiso Público de la Casa Blanca, y Juan González, director del Consejo de Seguridad Nacional (CSN) para el Hemisferio Occidental.
En el listado de participantes se encontraban Eduardo Padrón, expresidente del Miami Dade College; los músicos Gloria y Emilio Estefan; Carlos Saladrigas y Rick Herrero, directivos del Cuba Study Group; el empresario y mecenas de las artes Carlos de la Cruz; Manny Díaz, exalcalde de Miami y presidente del Partido Demócrata de Florida; y María Carla Chicuén, directora ejecutiva de la Casa Cuba en la Universidad Internacional de Florida, según información obtenida por CiberCuba.
El encuentro fue convocado para escuchar recomendaciones políticas y preocupaciones de la comunidad cubanoamericana a la luz de las recientes manifestaciones del 11J en Cuba. Desde que ocurrieron las protestas en la isla y se generaron manifestaciones de respaldo en Miami y otras ciudades estadounidenses, los cubanos han pedido acciones concretas a Biden para proteger a sus compatriotas de la represión gubernamental y provocar un cambio de régimen en la isla.
El posicionamiento prioritario respecto a Cuba marca un punto de giro en las proyecciones de la administración Biden que durante los primeros seis meses de su mandato ha mantenido bajo “revisión exhaustiva” la política hacia la isla, relegándola a un estatus de inmovilismo y enfriamiento.

El académico Andy Gómez, Profesor Emérito de la Universidad de Miami, se cuestionó la prioridad rectificada por Washington. “Cuba no es realmente una prioridad. Cuba se ha convertido en estos momentos en un problema de máxima intensidad para la Casa Blanca”, dijo Gómez a CiberCuba.
Este lunes, la Casa Blanca también anunció que Biden ordenó al Departamento de Estado considerar la ampliación del personal en la Embajada de Estados Unidos en La Habana, y determinó la creación de un grupo de trabajo que evaluará opciones para el envío de remesas a las familias cubanas.
Biden orientó que el grupo de trabajo analizara las opciones para hacer llegar directamente remesas al pueblo cubano, sin pasar por los controles de empresas controladas por los militares como FINCIMEX. La restauración de los envíos de remesas a Cuba fue una de las banderas de la campaña electoral de Biden después que su predecesor en la Casa Blanca suspendiera las transferencias por Western Union desde el pasado noviembre.
Pero la decisión, desató de inmediato fuertes críticas por parte de los congresistas cubanoamericanos de Miami.
“Es el régimen, no Estados Unidos quien impide las remesas directamente a los cubanos”, dijo el senador Marco Rubio. “Los responsables de la política de Cuba en la administración Biden y la Casa Blanca son partidarios desde hace mucho tiempo del apaciguamiento del régimen y buscan utilizar estas protestas como una oportunidad para lograr sus objetivos”. Rubio añadió que la designación de un grupo de trabajo para explorar cómo enviar dinero a sus familiares en Cuba es “una respuesta perezosa y sin sentido a una demanda histórica de libertad” del pueblo cubano.
El representante Mario Díaz-Balart también atacó la propuesta del grupo de trabajo. “Es inconcebible que en este momento en que el pueblo cubano está siendo masacrado, Biden convoca un grupo de trabajo de remesas para debilitar las sanciones, como solicitó la dictadura”, dijo el congresista en Twitter. “Lo que todo el pueblo cubano necesita es que Biden lidere a la comunidad internacional por su libertad inmediata y proporcione acceso a Internet que no pueda ser bloqueado por la dictadura”.

Gómez cree que considerar el envío de remesas es un grave error en medio de la actual crisis y propone que Estados Unidos autorice la propuesta de un barco cargado de alimentos, medicinas y útiles de aseo con destino a la isla.
Respecto al aumento del personal diplomático en la embajada estadounidense, la medida podría restaurar servicios consulares y trámites congelados desde finales de 2017, cuando Washington decidió retirar la casi totalidad de sus empleados de la legación por la afectaciones del llamado “Síndrome de La Habana”.
La eventual paralización de la embajada en La Habana ha afectado el procesamiento de visas del Programa de Reunificación Familiar (CFRP), dejando a la espera a más de 22,000 casos para tramitar su solicitud de reclamación.
El principal obstáculo para la reapertura de la sede diplomática radica en asuntos de seguridad, pues unos 26 empleados estadounidenses y sus familiares fueron afectados por los presuntos ataques sónicos, con secuelas neurológicas y emocionales, sin que las agencias de inteligencia y las investigaciones científicas tengan una conclusión definitiva sobre las causas de la afectación.
Por lo pronto, un panel de expertos con la participación de funcionarios de inteligencia está sesionando desde hace varias semanas para tratar de desentrañar el misterio de los incidentes sónicos, mientras que un segundo panel estudia las posibles medidas de protección para los diplomáticos en misiones en el exterior.
