ADMINISTRACION BIDEN: “EL PUEBLO CUBANO NO ESTA SOLO EN SUS ASPIRACIONES”
Los Gobiernos de 21 países condenan los “arrestos y detenciones masivas” de manifestantes. Los firmantes exhortaron al Gobierno a que respete “los derechos y libertades del pueblo cubano, garantizados por la ley, sin temor de arresto o detención”. El Departamento de Estado estadounidense enumera las opciones para enviar ayuda humanitaria a Cuba.
Los Gobiernos de 21 países, incluidos Estados Unidos y cinco latinoamericanos, condenaron este lunes los “arrestos y detenciones masivas” de manifestantes en Cuba y exigieron el respeto de los derechos humanos en la Isla.
La declaración, publicada por el Departamento de Estado de EE UU, la firman los ministros de relaciones exteriores de Austria, Brasil, Colombia, Corea del Sur, Croacia, República Checa, Chipre, Ecuador, Estados Unidos, Estonia, Grecia, Guatemala, Honduras, Israel, Letonia, Lituania, Kosovo, Montenegro, Macedonia del Norte, Polonia y Ucrania.
“El pueblo cubano no está solo en sus aspiraciones”, tuiteó al respecto la secretaria adjunta de Estado estadounidense para Latinoamérica en funciones, Julie Chung. “Estados Unidos y la comunidad internacional continuarán brindando apoyo al pueblo de Cuba en su búsqueda de ejercer sus derechos humanos y libertades”. “Una madre lactante alejada de su hijo, un artista sentenciado a 10 meses, cientos más que enfrentan cargos –todos por ejercer su derecho a expresarse–. Esto es represión”
SECRETARIA DE ESTADO JULIE CHUNG HACE PRONUNCIAMIENTOS
Chung lleva días pronunciándose en sus redes de manera contundente sobre la represión ejercida por el régimen contra los manifestantes de las protestas del pasado 11 de julio. “Mi corazón y mi indignación están con todas las familias de los manifestantes detenidos e incomunicados en Cuba”, escribió este domingo. “Una madre lactante alejada de su hijo, un artista sentenciado a 10 meses, cientos más que enfrentan cargos –todos por ejercer su derecho a expresarse–. Esto es represión”, sentenció.
El comunicado recuerda que aquel domingo “decenas de miles de ciudadanos cubanos participaron en manifestaciones en todo el país en protesta contra el deterioro de las condiciones de vida y en demanda de cambios”, y denuncia que ante esas marchas “el Gobierno respondió con violencia”.

Los ministros de los citados países subrayan, además, que los manifestantes “ejercieron las libertades fundamentales de expresión y asamblea consagradas en la Declaración Universal de Derechos Humanos, la Convención Americana de Derechos Humanos, la Carta Democrática Interamericana y la Convención Europea de Derechos Humanos”. Por eso exhortan al Gobierno de Cuba a que respete “los derechos y libertades del pueblo cubano, garantizados por la ley, sin temor de arresto o detención”.
“Instamos al Gobierno cubano a que libere a los detenidos por el ejercicio de sus derechos a la protesta pacífica”, agrega la declaración. “Pedimos libertad de prensa y el restablecimiento pleno del acceso a internet”.
ANUNCIOS DE OPCIONES DISPONIBLES DESDE AFUERA DE CUBA
Las mayores protestas en más de seis décadas se produjeron con el país sumido en una grave crisis económica y sanitaria, con la pandemia fuera de control y una fuerte escasez de alimentos, medicinas y otros productos básicos, además de largos cortes de electricidad, lo que empujó a los cubanos a salir a las calles para criticar a su Gobierno.

Las autoridades cubanas insisten en culpar a EE UU tanto de las manifestaciones como de la extrema escasez que sufre el país, atribuyendo la situación económica al embargo, al que sistemáticamente se refieren como “bloqueo”.
Sin embargo, el vecino del norte ha recordado que, a pesar de que el embargo sigue vigente, hay “exenciones y autorizaciones relacionadas con las exportaciones de alimentos, medicinas y otros bienes humanitarios a Cuba”. En un comunicado emitido el pasado viernes, el Departamento de Estado enumera las “opciones disponibles” a través de los Departamentos de Comercio, de Tesorería y de Transporte para “agilizar la provisión de bienes humanitarios a Cuba”, y animan a “quienes buscan apoyar al pueblo cubano” a que las utilicen y a que se pongan en contacto con la dependencia gubernamental “si hay problemas”.
Así, por ejemplo, expresa que las Regulaciones de Control de Activos Cubanos (CACR) de la Oficina de Control de Activos Extranjeros (OFAC) permiten emitir autorizaciones de actividades para “permitir el socorro humanitario y la asistencia al pueblo cubano”.
Entre otras cosas autoriza, bajo condiciones, detalla el documento, “transacciones relacionadas con viajes y otras transacciones que tengan por objeto brindar apoyo al pueblo cubano, siempre que las actividades sean de organizaciones reconocidas de derechos humanos; organizaciones independientes diseñadas para promover una transición rápida y pacífica a la democracia; o personas y ONG que promuevan una actividad independiente destinada al fortalecimiento de la sociedad civil en Cuba”.
