TWO OTHER CUBAN-AMERICANS enter the US Government this week. The Cuban-American Carlos del Toro, born in Havana in 1961, is now the new US Secretary of the Navy after the Senate confirmed him in a vote held on Saturday, according to the local press. In addition, today, the resignation of José Walfredo Fernández from Cienfuegos as director of the Spanish electricity company Iberdrola was revealed to be the new Undersecretary of State for Economic Growth, Energy and the Environment.
The president of the United States, Joe Biden, nominated Del Toro, a retired commander, who emigrated with his parents to that country in 1962 and now becomes the second Latin American leader of the Navy, after the Mexican Edward Hidalgo, who he held the same position between 1979 and 1981.

Del Toro has forty years of experience in national security and operations and has developed a career in the Navy for 22 years, including, among other positions, the first commander of the destroyer USS Bulkeley and the deputy director of the office of management and budgets.
He is the founder of SBG Technology Solutions, Inc., a company that he has served as president until now and that provides technology and services for the Navy.
The Cuban-American was trained at the Naval Academy in Annapolis (Maryland), the Naval War College and at George Washington University, and is a member of the board of directors of the Stimson Center, whose objective is to improve international peace and security. He was also the first Hispanic to chair the Friends of the White House Foundation.
Defense Secretary Lloyd Austin said of him when announcing his confirmation in office: “As an immigrant who has dedicated his life to public service, Carlos exemplifies the fundamental values of honor, courage, and commitment in defense of our country. He understands first-hand the most pressing challenges and opportunities facing our Navy, from tackling the challenge of China’s pace and modernizing our capabilities, to investing in our most valuable asset – our people. ”
On his part, José Walfredo Fernández, born in Cienfuegos in 1955, resigned last Friday from his position as director and member of the Audit and Risk Supervision Committee of the Iberdrola electricity company to disembark in the Biden Administration. The now-former director of Iberdrola began to serve as his on the board of directors in February 2015 and was re-elected in March 2019, but he had previously been Undersecretary of State for Economic, Business and Energy Affairs in the United States.
Graduated in History from Dartmouth College and Juris Doctor from Columbia University, he has been a counselor at Dartmouth College, NPR Station WBGO-FM, the Middle East Institute, and the Ballet Hispanico of New York, and non-governmental organizations such as Acción Internacional.

OTROS DOS CUBANOAMERICANOS entran esta semana en el Gobierno de EE UU. El cubanoamericano Carlos del Toro, nacido en La Habana en 1961, es ya nuevo secretario de la Marina de EE UU después de que el Senado lo confirmara en una votación celebrada el sábado, según la prensa local. Además, hoy lunes trascendió la dimisión del cienfueguero José Walfredo Fernández como consejero de la eléctrica española Iberdrola para ser el nuevo subsecretario de Estado de Crecimiento Económico, Energía y Medio Ambiente.
El presidente de EE UU, Joe Biden, nominó el pasado junio a Del Toro, comandante retirado, que emigró con sus padres a ese país en 1962 y se convierte ahora en el segundo dirigente latinoamericano de la Marina, después del mexicano Edward Hidalgo, que ocupó el mismo puesto entre 1979 y 1981.
Del Toro tiene cuarenta años de experiencia en seguridad nacional y operaciones y ha desarrollado una carrera en la Armada durante 22 años en los que ocupó, entre otros cargos, el del primer comandante del destructor USS Bulkeley y el de subdirector de la oficina de gestión y presupuestos.
Es fundador de SBG Technology Solutions, Inc., empresa cuya presidencia ha ocupado hasta ahora y que provee tecnología y servicios para la Armada.
El cubanoamericano se formó en la Academia Naval de Annapolis (Maryland), la Escuela de Guerra Naval y en la Universidad George Washington, y forma parte de la junta directiva del Centro Stimson, cuyo objetivo es mejorar la paz y la seguridad internacionales. También fue el primer hispano que presidió la Fundación de Amigos de la Casa Blanca.
El secretario de Defensa, Lloyd Austin, dijo de él al dar a conocer su confirmación en el cargo: “Como inmigrante que ha dedicado su vida al servicio público, Carlos ejemplifica los valores fundamentales de honor, coraje y compromiso en defensa de nuestro país. Él comprende de primera mano los desafíos y oportunidades más urgentes que enfrenta nuestra Marina, desde abordar el desafío del ritmo de China y modernizar nuestras capacidades, hasta invertir en nuestro activo más valioso: nuestra gente”.
Por su parte, José Walfredo Fernández, nacido en Cienfuegos en 1955, dimitió el pasado viernes de su cargo de consejero y de vocal de la Comisión de Auditoría y Supervisión del Riesgo de la eléctrica Iberdrola para desembarcar en la Administración de Biden. Este lunes se hizo efectiva la decisión, tomada por ser incompatible con su nueva función pública, para ser el nuevo subsecretario de Estado de Crecimiento Económico, Energía y Medio Ambiente.
El ahora exconsejero de Iberdrola comenzó a ejercer sus funciones en el consejo de administración en febrero de 2015 y fue reelegido en marzo de 2019, pero ya había sido anteriormente subsecretario de Estado de Asuntos Económicos, Empresariales y de Energía en EE UU.
Graduado en Historia por Dartmouth College y doctor en Derecho por la Universidad de Columbia, ha sido consejero de Darmouth College, NPR Station WBGO-FM, Middle East Institute y el Ballet Hispanico of New York, y de organizaciones no gubernamentales como Acción Internacional.
También ha sido representante del Departamento de Estado en el Comité de Inversión Exterior de los Estados Unidos de América y nombrado uno de los World’s Leading Lawyers por Chambers Global por su trabajo en el sector de fusiones y adquisiciones, Experto por la International Financial Law Review, uno de los World’s Leading Privatization Lawyers por Euromoney y Embajador de la Marca España.
