La obsesión por mostrar una unión monolítica en torno a la continuidad tiene el propósito de dar la impresión de que “allá arriba” todo está bajo control.

LAS INTRIGAS POLÍTICAS han sido fecundas en Cuba, especialmente desde 1959. La deposición del presidente Urrutia, la microfracción, el juicio de Marquitos, el fusilamiento del general Ochoa y, más recientemente, la destitución de los delfines Carlos Lage, Felipe Pérez Roque y Carlos Valenciaga son hechos parcialmente conocidos que evidencian maquinaciones oscuras ajenas a los principios políticos proclamados.

Tras la muerte de Fidel Castro, en noviembre de 2016, no cesaron.

Las intrigas palaciegas de hoy tienen protagonistas y propósitos. Son conocidos los nombres porque figuran en la lista del Buró Político, del Consejo de Estado y de Ministros o porque llevan ciertos apellidos, pero no puede confirmarse a ciencia cierta la inclinación de cada uno hacia los dos únicos propósitos posibles: mantener el sistema o liquidarlo.

Comparten todos, tal vez, un objetivo paralelo, no relacionado con ideales sino con ambiciones personales. Entiéndase, disfrutar de los obscenos atributos del poder, esas mieles que hay que degustar con discreción pero que son la motivación más efectiva para asentir oportunistamente o para confabularse en la sombra, según sea el caso.

Hoy no se conspira en las altas esferas, como en 1959, para evitar o promover la ideología comunista, ni para, como en la década de los 60, acercarse a la Unión Soviética o a China. Ya nadie se complota para iniciar una perestroika tropical. Ni siquiera en la academia local aparecen los puristas del marxismo enfrentándose a sus reformadores. Nadie ha vuelto a consultar los libros de economía política del socialismo de P. Nikitin ni a citar los manuales de comunismo científico, donde se aseguraba que la humanidad vivía la época de transición del capitalismo al socialismo.

El dilema más álgido no parece estar en si se procede o no a la liquidación del sistema (si es que puede llamársele así a esto) sino cómo llevarla a efecto y en qué momento.

Aún no aflora el debate ni queda registrado en actas. Solo aparecen destellos cuando se prioriza la promulgación de un decreto o se dilata sin explicación la presentación de leyes al Parlamento. Se pueden apreciar ciertos chispazos en los avances y retrocesos de la aceptación de las reglas del mercado o en las prohibiciones absurdas y en las tímidas permisividades.

DONDE SE COCINA “EL CAMBIO”

En los pasillos de Palacio, en los salones del Capitolio, en los despachos ministeriales, se debe estar cocinando el cambio. Una sonrisa enigmática, unas cejas enarcadas, un saludo, serán suficientes para crear complicidades. Pero la opacidad en las opiniones profundas genera sospechas y suspicacias.

Mucho se discute sobre el rol que puede jugar esa entelequia denominada “la cúpula militar”. Aquí hay que distinguir a los generales que se han apoderado de la economía a través del grupo empresarial llamado Gaesa de los mandos que tienen la capacidad operativa de movilizar tropas. De manera paralela, la poderosa policía política tiene la misión de descubrir cualquier veleidad que pudiera considerarse como una presumible traición.

La ausencia de un debate político transparente y democrático convierte en presumible traidor a todo aquel que intente forjar alianzas para impulsar un cambio. El presidente de la República no comete un delito, ni siquiera un error, si ordena a la Seguridad del Estado incautar documentos en las oficinas de los partidos opositores. No incurre en un Watergate porque los partidos de oposición carecen de un permiso para existir y lo que se considera ilegal es que emitan y conserven documentos.

Esa es la razón por la cual la ciudadanía desconoce incluso quiénes están a favor o en contra de un artículo de una ley, quiénes tienen una tendencia aperturista o quiénes integran los mecanismos de freno a las reformas. Se supone que todos estuvieron de acuerdo antes de empezar a discutir, porque la unidad no solo se expresa en la acción, sino también en el pensamiento.

Esta escenificación unitaria va dirigida a las instituciones y Gobiernos que ejercen presión desde el extranjero, a los ciudadanos residentes en la Isla, a las fuerzas represivas que mantienen a raya cualquier discrepancia y, muy especialmente, a ese reducido grupo de personajes de la llamada generación histórica que, aunque no aparecen en la nómina del poder desde el Octavo Congreso del Partido, mantienen “un pie en el estribo” dispuestos a defender a cualquier precio sus designios.

Más temprano que tarde, las leyes de la biología dejarán fuera del juego a los veladores de ese legado inmovilista y los actores de esta farsa, sin máscaras ya, querrán exhibirse hacia el mundo y frente al pueblo como los únicos capaces de llevar a efecto una liquidación controlada, sin vacío de poder, baños de sangre ni piñatas de corruptela; proveedores de amnistía y merecedores del perdón.

Mientras tanto, los ciudadanos permanecen ajenos a los tejemanejes de la política y ven asombrados cómo en España despellejan a Podemos, en Chile el presidente pide disculpas y promueve un cambio en la Constitución, en Perú limitan los poderes del presidente y en Estados Unidos se acusa de fraude al partido que ganó las elecciones. “Aquí no pasa nada de eso”, piensan algunos, como si fuera un coro de ángeles los que gobiernan el país y no una manada de lobos hambrientos dispuestos a despedazarse los unos a los otros.

POLITICAL INTRIGUES have been fruitful in Cuba, especially since 1959. The deposition of President Urrutia, the microfraction, the Marquitos trial, the execution of General Ochoa, and, more recently, the dismissal of the dolphins Carlos Lage, Felipe Pérez Roque, and Carlos Valenciaga are partially known facts that show dark machinations alien to the proclaimed political principles.

Today’s palace intrigues have protagonists and purposes. The names are known because they appear on the list of the Political Bureau, the Council of State, and Ministers or because they bear certain surnames, but the inclination of each towards the only two possible purposes cannot be confirmed with certainty: to maintain the system or to liquidate it.

They all share, perhaps, a parallel goal, not related to ideals but to personal ambitions. Understand, enjoy the obscene attributes of power, those kinds of honey that must be tasted with discretion but that are the most effective motivation to agree opportunistically or to conspire in the shadows, as the case may be.

Today there is no conspiracy in high places, as in 1959, to avoid or promote communist ideology, nor to, as in the 1960s, approach the Soviet Union or China. No one is plotting to start tropical perestroika anymore. Not even in the local academy do purists of Marxism appear confronting its reformers. No one has ever consulted the books on the political economy of socialism by P. Nikitin or cited the manuals of scientific communism, where it was claimed that humanity was living the transition period from capitalism to socialism.

The most critical dilemma does not seem to be whether or not to proceed with the liquidation of the system (if it can be called that) but how to carry it out and when.

The debate has not yet emerged nor is it recorded in the minutes. Flashes only appear when the promulgation of a decree is prioritized or the presentation of laws to Parliament is delayed without explanation. You can see certain sparks in the advances and setbacks of the acceptance of the market rules or in the absurd prohibitions and timid permissiveness.

WHERE “THE CHANGE” IS COOKED

In the corridors of the Palace, in the halls of the Capitol, in the ministerial offices, change must be cooking. An enigmatic smile, raised eyebrows, a greeting, will be enough to create complicity. But the opacity in the deep opinions generates suspicions and suspicions.

Much is debated about the role that this entelechy called “the military leadership” can play. Here we must distinguish the generals who have taken over the economy through the business group called Gaesa from the commanders who have the operational capacity to mobilize troops. In parallel, the powerful political police have the mission of discovering any fickleness that could be considered as presumed treason.

The absence of a transparent and democratic political debate makes anyone who tries to forge alliances to promote change a presumable traitor. The President of the Republic does not commit a crime, not even a mistake if he orders the State Security to seize documents in the offices of the opposition parties. It does not engage in Watergate because opposition parties do not have a permit to exist and what is considered illegal is that they issue and keep documents.

That is the reason why the public does not even know who is in favor or against an article of law, who has an open-minded tendency, or who is part of the mechanisms to stop reforms. It is assumed that everyone agreed before starting to argue because unity is not only expressed in action, but also in thought.

Meanwhile, citizens remain oblivious to the affairs of politics and are amazed how in Spain they skin Podemos, in Chile the president apologizes and promotes a change in the Constitution, in Peru, they limit the powers of the president and in the United States he is accused of fraud against the party that won the elections. “Nothing like that happens here,” some think as if it were a choir of angels that rule the country and not a pack of hungry wolves ready to tear each other apart.
