LA HABANA: El Gobierno programa el Ejercicio militar Moncada para 18, 19 y 20 de noviembre, declarado Día Nacional de la Defensa. Los promotores de las marchas civicas en todo el país del 20 de noviembre en Cuba denuncian “la amenaza de los tanques”.

CON LA COARTADA de la celebración del Día Nacional de la Defensa, el Gobierno cubano militarizará el país el próximo 20 de noviembre, coincidiendo con las marchas convocadas por la oposición en distintas provincias. El colectivo Archipiélago, principal promotor de las protestas, hará pública su reacción a partir de las 3 de la tarde de este viernes.
“Ante el civismo de nuestra marcha convocada en tiempo y forma para el 20 de noviembre, responden con la amenaza de los tanques. Por si alguien todavía tenía dudas sobre el carácter autoritario y violento de quienes controlan el poder en Cuba… Ahí tienen: militarización total del país del 18 al 20 de noviembre. Nosotros seguiremos firmes en el camino del civismo y la paz. Armas, no. ¡Derechos!”, escribió Yunior García, líder del colectivo y las manifestaciones.
El Ministerio de las Fuerzas Armadas informó la noche de este jueves, a través de un comunicado, de la convocatoria de dos días de ejercicios militares, del 18 al 20 de noviembre, que culminan esa última jornada con el Día Nacional de la Defensa. “Considerando el mejoramiento de la situación epidemiológica en el país, se mantiene la realización del Ejercicio Moncada los días 18 y 19 de noviembre”, indica la información
Según la web oficial Ecured, “desempeñan un papel muy importante los ejercicios denominados convencionalmente Moncada. Estos constituyen la forma superior y más compleja de la preparación de los jefes y órganos de dirección y de mando, entre uno y otro Ejercicio Estratégico Bastión”.
Cada año, se celebran maniobras militares en esa época del año, aunque las fechas escogidas ahora se deben interpretar, según la oposición, como una clara respuesta a las manifestaciones. Además, los Ejercicios Moncada son de un nivel superior a las maniobras tradicionales y suelen anunciarse con mucho más antelación.
Ejercicio MIlitares en Cuba
Los ejercicios militares Moncada se han realizado esporádicamente con el objetivo de “incrementar el nivel de preparación y cohesión de los órganos de dirección y de mando en todos los niveles, las tropas, la economía y la población”. La primera vez que se llevaron a cabo fue en 1980 –los más destacados se desarrollaron en 2007 y 2008– y son convocados generalmente como un llamamiento a Estados Unidos al que pedía “no subestimar” al pueblo cubano.
ANTE LA MARCHA CÍVICA DEL 20 DE NOVIEMBRE
Los organizadores de la protesta han presentado solicitudes ante los gobiernos provinciales en varios territorios del país, con listas de firmas de personas que supuestamente apoyan estas acciones, aunque ya se han dado reacciones en la población por la presencia de firmas apócrifas.
Las marchas del 20 de noviembre fueron convocadas con dos meses de antelación teniendo en cuenta que el 15 del mismo mes se ha marcado como fecha de control de la pandemia y está prevista la reapertura al turismo y el reinicio de las actividades educativas.
Los convocantes optaron por seguir las vías legales para solicitar autorización cumpliendo las medidas sanitarias, indicando las vías por las que transcurrirán las marchas y señalando que ninguna ley nacional ni internacional impide manifestarse de forma pacífica. El colectivo pide la libertad para los presos políticos y la solución de las diferencias entre los cubanos por vías democráticas y pacíficas.
Sin embargo, hasta ahora los convocantes no solo no han recibido una respuesta formal, sino que han visto obstaculizada su intención de hacer llegar la documentación en algunos casos. Los solicitantes han denunciado haber sido amenazados, hostigados y difamados.
Además, de manera informal, la Seguridad del Estado avisó al opositor Manuel Cuesta Morúa durante un interrogatorio que las marchas se prohibirían.
Por el momento, esta convocatoria para el Ejercicio Moncada parece hecha a medida para amedrentar a los convocantes que advirtieron de su intención de marchar de cualquier manera si no obtenían respuesta a sus peticiones.
Las marchas están convocadas en La Habana, Holguín, Santa Clara, Santiago de Cuba, Guantánamo, Cienfuegos, Las Tunas y Pinar del Río.

WITH THE ALIBI OF THE CELEBRATION of National Defense Day, the Cuban Government will militarize the country on November 20, coinciding with the marches called by the opposition in different provinces. The Archipelago collective, the main promoter of the protests, will make its reaction public starting at 3 in the afternoon this Friday.
“Given the civility of our march called in due time and form for November 20, they respond with the threat of tanks. Military exercises in Cuba
The Moncada military exercises have been carried out sporadically with the aim of “increasing the level of preparation and cohesion of the leadership and command bodies at all levels, the troops, the economy, and the population.” The first time they were held was in 1980 – the most prominent was in 2007 and 2008 – and they are generally convened as an appeal to the United States that asked “not to underestimate” the Cuban people.

The organizers of the protest have presented requests to the provincial governments in various territories of the country, with lists of signatures of people who supposedly support these actions, although there have already been reactions in the population due to the presence of apocryphal signatures.
The marches of November 20 were called two months in advance, taking into account that the 15th of the same month has been marked as the date of control of the pandemic, and the reopening to tourism and the resumption of educational activities are planned.
The organizers chose to follow the legal channels to request authorization, complying with the sanitary measures, indicating the routes through which the marches will take place, and pointing out that no national or international law prevents them from demonstrating peacefully. The group calls for the freedom of political prisoners and the solution of differences between Cubans through democratic and peaceful means.
However, so far the convenors have not only not received a formal response, but their intention to send the documentation has been hampered in some cases. The applicants have reported being threatened, harassed, and defamed.
In addition, informally, State Security advised the opposition Manuel Cuesta Morúa during an interrogation that the marches would be prohibited.
At the moment, this call for the Moncada Exercise seems tailored to intimidate the organizers who warned of their intention to march in any way if they did not obtain a response to their requests.
