La cubanoamericana Julieta Valls Noyes es la nueva subsecretaria de Estado adjunta para Población, Refugiados y Migración del Departamento de Estado de Estados Unidos, tras recibir el visto bueno del comité senatorial correspondiente la semana pasada, reportó Radio Televisión Martí.
Hija de refugiados cubanos y graduada de la Universidad de Wellesley en 1984, Valls fue nombrada por el presidente Joe Biden en junio de 2021 y confirmada por el Comité de Relaciones Exteriores del Senado el 24 de marzo último.
“Solo en Estados Unidos una hija de refugiados podría convertirse en secretaria de Estado adjunta, responsable de la política de refugiados. Me permito algunas lágrimas silenciosas de gratitud, pero luego me subo las mangas y me pongo a trabajar”, escribió la funcionaria en su cuenta en la red social de Twitter.
De 2008 a 2011, Valls fue la encargada de Negocios y jefa adjunta de la misión de EEUU ante la Santa Sede, en Roma. De 2013 a 2015, la diplomática se desempeñó como subsecretaria adjunta de la Oficina de Asuntos Europeos y Eurasiáticos y entre 2011 y 2013 como secretaria ejecutiva adjunta de la Cancillería.
“Gracias por la gran cantidad de apoyo. En mi emoción, pasé por alto otras naciones maravillosas donde los refugiados y sus familias también tuvieron la oportunidad de ayudar a otros. Estoy segura de que estaban tan agradecidos de hacerlo como yo. Emocionada de trabajar con todos los socios de este trabajo vital”, escribió la que también fue directora del Instituto de Servicios Exteriores.
En su expediente laboral, destaca su designación como vicecónsul en la ciudad fronteriza de Ciudad Juárez, México. Además, en 1987 fue enviada a la embajada en ciudad de Guatemala antes de prestar servicios en las delegaciones diplomáticas de Panamá y España.
Habla español, italiano y portugués. Está casada con Nick Noyes, oficial retirado del Servicio Exterior con quien tiene tres hijos: Alexandra, Nicolás y Mateo.

The US Senate confirms Cuban-American Julieta Valls as Deputy Undersecretary of State. Daughter of Cuban exiles will deal with Population, Refugees, and Migration.
Cuban-American Julieta Valls Noyes is the new Assistant Undersecretary of State for Population, Refugees, and Migration of the United States Department of State, after receiving the approval of the corresponding Senate committee last week, reported Radio Televisión Martí.
The daughter of Cuban refugees and a 1984 Wellesley University graduate, Valls was appointed by President Joe Biden in June 2021 and confirmed by the Senate Foreign Relations Committee on March 24.
“Only in the United States could a daughter of refugees become Assistant Secretary of State, responsible for refugee policy. I allow myself a few silent tears of gratitude, but then I roll up my sleeves and get to work,” the official wrote on her Twitter social network account.
From 2008 to 2011, Valls was the Charge d’Affaires and Deputy Head of the US Mission to the Holy See in Rome. From 2013 to 2015, the diplomat served as deputy assistant secretary of the Office of European and Eurasian Affairs and between 2011 and 2013 as deputy executive secretary of the Foreign Ministry.
“Thank you for the outpouring of support. In my excitement, I overlooked other wonderful nations where refugees and their families also had the opportunity to help others. I’m sure they were just as grateful to do so as I was. Thrilled to work with all partners in this vital work,” wrote the former director of the Institute of Foreign Services.
In her employment file, she highlights her appointment as vice-consul in the border city of Ciudad Juárez, Mexico. In addition, in 1987 she was sent to the embassy in Guatemala City before serving in the diplomatic delegations of Panama and Spain.
She speaks Spanish, Italian, and Portuguese. She is married to Nick Noyes, a retired Foreign Service officer with whom she has three children: Alexandra, Nicolás, and Mateo.
