A menos de dos meses por concluir el año fiscal 2022, el flujo migratorio de cubanos por vía terrestre batió un nuevo récord, que marca el mayor éxodo irregular desde Cuba en la historia de Estados Unidos.
LA ENTRADA DE CUBANOS por puntos fronterizos de Estados Unidos experimentó un nuevo pico de 177,848 registrados con solicitud de refugio político al finalizar julio, según cifras oficiales reveladas este martes. A menos de dos meses por concluir el año fiscal 2022, el flujo migratorio de cubanos por vía terrestre batió un nuevo récord, que marca el mayor éxodo irregular desde Cuba en la historia de Estados Unidos.
Las estadísticas divulgadas por el Departamento de Aduanas y Protección de Fronteras (CBP) muestran que durante el pasado julio la avalancha de cubanos por las franjas fronterizas del territorio estadounidense subió a 20,496, luego de un ligero descenso registrado en junio (16,448).
La mayoría de los arribos de cubanos el pasado mes se mantuvo por la frontera mexicana, con 20,099. En total, 175,359 han ingresado desde México cuando está por concluir el presente período fiscal el próximo 30 de septiembre. La realidad ha superado ampliamente las predicciones de expertos y de las propias autoridades del CBP, que anticiparon la entrada ilegal de más de 150 mil inmigrantes cubanos al término del FY2022.
La histórica estampida cubana acumula 208,023 cubanos registrados sin documentos en los casi 19 meses de la administración de Joe Biden, quien desde su llegada a la Casa Blanca prometió un cambio de política migratoria con respecto a la de su antecesor, Donald Trump.
Aunque la reciente eliminación del programa Permanecer en México (PPM) no impactó particularmente a los inmigrantes cubanos durante el último año, la medida retira otro obstáculo potencial para la entrada de nacionales desde Cuba.
LA ESTRATEGIA DE ACCESO Y AYUDA …
La afluencia de cubanos en julio indica que la estrategia para controlar el acceso por la franja mexicana y el río Bravo, y el reforzamiento de controles y redadas en la ruta por Centroamérica y México, han tenido resultados limitados hasta el momento.
Desde el pasado mayo, las entradas irregulares de cubanos se han reducido en un 43.9 %, luego de registrarse un alza de 35,092 en abril.
La situación está creando serios problemas de atención social en el sur de Florida, principal destino de los recién llegados, con dificultades para proveer servicios básicos y alojamiento a través del Departamento de Niños y Familias del estado.
Los cubanos procesados reciben una ayuda en efectivo de $180 dólares mensuales por un semestre, $250 dólares en sellos de alimentos (hasta un año) y atención médica (Medicaid), también por un año.
A las entradas por vía terrestre debe sumarse otra ruta desbordada de inmigrantes cubanos: la avalancha por vía marítima.
Las intercepciones de cubanos en el Estrecho de la Florida ya escalaron a 4,030 durante el presente año fiscal, una cifra que es independiente de las detenciones hechas por la Patrulla Fronteriza en el mismo período. Solo el pasado fin de semana los agentes fronterizos capturaron a 187 cubanos, que actualmente enfrentan un posible proceso de repatriación.
Un oficial de la Patrulla Fronteriza dijo a CiberCuba que en las últimas semanas se ha producido “un incremento significativo” de arribos de cubanos en las costas de Florida, lo que ha obligado un esfuerzo adicional de las autoridades asignadas al sector de Miami.
La actualización de la cifras de inmigración irregular cubana hacia Estados Unidos a partir de las estadísticas difundidas este martes por el DHS/CBP, muestran además que:
– 397 entraron por puntos de control en Buffalo, Boston, Seattle y Vermont.
– 28 entraron por la frontera con Canadá.
– 109 fueron expulsados bajo el Título 42, argumentando las restricciones de la pandemia.
– 170,473 entraron después de la apertura de las fronteras cubanas y el levantamiento de visados, decretado por el gobierno de Nicaragua el pasado 22 de noviembre.
Cuba sigue ocupando la cuarta plaza entre los países con más inmigrantes llegados a la frontera sur durante el año fiscal 2022, después de México, Guatemala y Honduras.

THE ENTRY OF CUBANS through border points of the United States experienced a new peak of 177,848 registered with a request for political refuge at the end of July, according to official figures revealed this Tuesday. With less than two months remaining in the fiscal year 2022, the migratory flow of Cubans by land broke a new record, which marks the largest irregular exodus from Cuba in the history of the United States.
The statistics released by the Department of Customs and Border Protection (CBP) show that last July the avalanche of Cubans through the border strips of the United States territory rose to 20,496, after a slight decrease registered in June (16,448).
Most of the arrivals of Cubans last month remained through the Mexican border, with 20,099. In total, 175,359 have entered Mexico when the current fiscal period is about to end on September 30. The reality has far exceeded the predictions of experts and of the CBP authorities themselves, who anticipated the illegal entry of more than 150,000 Cuban immigrants at the end of FY2022.
The historic Cuban stampede accumulates 208,023 registered Cubans without documents in the almost 19 months of the Joe Biden administration, who since his arrival at the White House promised a change in immigration policy with respect to that of his predecessor, Donald Trump.
Although the recent elimination of the Remain in Mexico (PPM) program did not particularly impact Cuban immigrants during the last year, the measure removes another potential obstacle to the entry of nationals from Cuba.
THE ACCESS AND HELP STRATEGY…
The influx of Cubans in July indicates that the strategy to control access through the Mexican strip and the Rio Grande, and the reinforcement of controls and raids on the route through Central America and Mexico, have had limited results so far.
Since last May, the irregular entries of Cubans have been reduced by 43.9%, after registering a rise of 35,092 in April.
The situation is creating serious social care problems in South Florida, the main destination for newcomers, with difficulties in providing basic services and housing through the state Department of Children and Families.
The prosecuted Cubans receive cash aid of $180 dollars a month for a semester, $250 dollars in food stamps (up to a year), and medical attention (Medicaid), also for a year.
To the entries by land, another route overflowing with Cuban immigrants must be added: the avalanche by sea.
The interceptions of Cubans in the Straits of Florida have already climbed to 4,030 during the current fiscal year, a figure that is independent of the arrests made by the Border Patrol in the same period. Only last weekend, border agents captured 187 Cubans, who are currently facing a possible repatriation process.
A Border Patrol official told CiberCuba that in recent weeks there has been “a significant increase” in arrivals of Cubans on the Florida coast, which has required an additional effort from the authorities assigned to the Miami sector.
The update of the figures of irregular Cuban immigration to the United States based on the statistics released this Tuesday by the DHS/CBP, also show that:
– 397 entered through checkpoints in Buffalo, Boston, Seattle, and Vermont.
– 28 entered through the border with Canada.
– 109 were expelled under Title 42, arguing the restrictions of the pandemic.
– 170,473 entered after the opening of the Cuban borders and the lifting of visas, decreed by the Nicaraguan government on November 22.
Cuba continues to occupy fourth place among the countries with the most immigrants arriving at the southern border during the fiscal year 2022, after Mexico, Guatemala, and Honduras.
