Un alto funcionario gubernamental dijo que se trata de un problema de conocimiento de Estados Unidos y señaló que la instalación está en operaciones en Cuba al menos desde hace tres años.
La administración de Joe Biden confirmó este sábado la existencia de una base de espionaje electrónico chino en Cuba, pero aclaró que se trata de un problema de conocimiento de Estados Unidos y dijo que la instalación está en operaciones al menos desde 2019.
“Este es un problema que esta administración heredó”, afirmó un alto funcionario gubernamental. “La base china está ya en funcionamiento y no fue establecida bajo la supervisión de inteligencia de esta administración”.
La clarificación del funcionario se produce en medio de la tormenta desatada esta semana tras un reporte del diario The Wall Street Journal sobre un supuesto acuerdo entre Cuba y China para establecer una base de espionaje en la isla, con el propósito de monitorear el territorio sur de Estados Unidos.
La información fue inicialmente cuestionada por la Casa Blanca y el Pentágono, calificándola de “inexacta”, mientras que el gobierno cubano la rechazó de plano y la señaló como una maniobra de Washington para justificar su política agresiva contra la isla.
“Cuando esta administración asumió el cargo en enero de 2021, se nos informó sobre una serie de esfuerzos sensibles de la República Popular China en todo el mundo para expandir su logística en el extranjero, bases e infraestructura de recolección a nivel mundial para proyectar y sostener el poder militar a mayor distancia”, dijo el funcionario en una declaración. Según la fuente, la estrategia china incluyó la presencia de instalaciones para la recolección de inteligencia en Cuba. “De hecho, Cuba llevó a cabo una actualización de sus instalaciones de recolección de inteligencia en Cuba en 2019. Esto está bien documentado en nuestros registros de inteligencia”, aclaró el funcionario, que indicó que el presidente Biden está al tanto del asunto.
Según su declaración, Biden ordenó a su administración que se abordara el tema como un asunto de prioridad.
“En cuestión de meses lo hicimos y asumimos un compromiso con China sobre el puesto de espionaje a través de vías diplomáticas”, explicó el funcionario.
Aunque sin entrar en detalles, enfatizó que “ los compromisos han dado resultados”.
“Nuestros expertos evalúan que los esfuerzos diplomáticos han frenado a China. Creemos que China no está donde esperaba estar”, dijo.
Agregó que es presumible que China siga intentando aumentar su presencia en Cuba, pero manifestó que Estados Unidos continuará sus esfuerzos para interrumpirla.
Fuentes de inteligencia apuntan a que el acuerdo para reforzar fuerzas de inteligencia china en Cuba se concretó tras la visita del gobernante Miguel Díaz-Canel a Pekín a finales de 2018.

The information was initially questioned by the White House and the Pentagon, calling it “inaccurate,” while the Cuban government flatly rejected it and pointed it out as a maneuver by Washington to justify its aggressive policy against the island.
“When this administration took office in January 2021, we were made aware of a number of sensitive efforts by the PRC around the world to expand its overseas logistics, bases and collection infrastructure globally to project and sustain military power at a greater distance,” the official said in a statement. According to the source, the Chinese strategy included the presence of intelligence gathering facilities in Cuba. “In fact, Cuba carried out an update of its intelligence collection facilities in Cuba in 2019. This is well documented in our intelligence records,” the official clarified, indicating that President Biden is aware of the matter.
According to his statement, Biden directed his administration to address the issue as a matter of priority.
“In a matter of months we did it and made a commitment to China on the spy post through diplomatic channels,” the official explained.
Although without going into details, he emphasized that “the commitments have paid off.”
“Our experts assess that diplomatic efforts have slowed China down. We believe that China is not where it expected to be,” he said.
