El espacio internacional multiservicios para migrantes que el gobierno de México instalará en el sureste del país, proyecto anunciado el miércoles por la canciller Alicia Bárcena y al que la Casa Blanca expresó ayer su pleno apoyo, había sido incluido en los acuerdos alcanzados con Estados Unidos y Canadá en enero en la Cumbre de Líderes de América del Norte, celebrada en la Ciudad de México.
Bajo los principios de la Declaración de Los Ángeles, el gobierno de México diseña un espacio de servicios de empleo, asistencia y protección para personas refugiadas, en colaboración con organismos internacionales, según se menciona en la Hoja de ruta: entregables claves de la X Cumbre de Líderes de América del Norte, publicada el 10 de enero pasado.
Dicho espacio ofrecería servicios y alternativas de protección, documentación y movilidad laboral, en coordinación con la Secretaría de Relaciones Exteriores, la Comisión Mexicana de Ayuda a Refugiados (Comar) y el Servicio Nacional de Empleo (SNE) de la Secretaría del Trabajo y Previsión Social.
Washington también anuncia su “total apoyo” al “espacio internacional, multiservicios” del que habló Bárcena hace dos días, que la Administración de López Obrador planea establecer en el sur de México, y que consistiría en ofrecer a los migrantes empleo y asilo.
El comunicado, que no ofrece más detalles de las nuevas medidas, destaca las “iniciativas exitosas de vías legales” que Biden y López Obrador han acordado durante el último año, que se han “ampliado significativamente”.
Los gobiernos de EU y Canadá colaborarán con el gobierno de México y organismos internacionales para ofrecer servicios y asistencia para personas refugiadas en dicho espacio, mismo que no contempla tareas de control migratorio, según el documento. En enero mismo, el presidente López Obrador aseguró: Lo que hacemos es ayudar con albergues, con atención médica, con alimentos a los migrantes.
La canciller mexicana A. Bárcena dijo que como parte de las labores para alcanzar una migración ordenada, segura, humana y regular, México apostará a que a través de un espacio internacional multiservicios en su frontera sur se atienda a los migrantes que no son elegibles para ingresar por las nuevas vías regulares establecidas por Estados Unidos, a fin de que tengan posibilidades de asilo y empleo en el sureste mexicano, particularmente en proyectos gubernamentales de infraestructura.
Esto, para evitar ese tránsito doloroso de los migrantes hacia el norte y que ahí sufren tanto, porque enfrentan violencias, indicó.
Por otra parte, para el llamado ‘Parole Humanitario’, hasta ahora, y según datos emitidos esta misma semana por el Departamento de Seguridad Nacional (DHS) de Estados Unidos, más de 38.000 cubanos han recibido la aprobación y más de 35.000 han entrado en el país con este documento, que les autoriza a legalmente instalarse y trabajar durante un período inicial de dos años.
