CUBA APROBARÁ EN NUEVA CONSTITUCION “DOBLE CIUDADANÍA” SIN PERDER LA CUBANA.
El nuevo proyecto de Constitución que se someterá a referendo el 24 de febrero de 2019 en Cuba, incluye entre sus novedades el reconocimiento de la doble ciudadanía para los naturales de la Isla, si bien la posesión de un segundo pasaporte no implica que las autoridades se abstengan de considerar cubano a alguien inmerso en algún tipo de proceso judicial.
Según el artículo 36 del texto final, que acaba de difundirse, “la adquisición de otra ciudadanía no implica la pérdida de la ciudadanía cubana. Los ciudadanos cubanos, mientras se encuentren en el territorio nacional, se rigen por esa condición, en los términos establecidos en la ley y no pueden hacer uso de una ciudadanía extranjera”.
Esto quiere decir que los cubanos que viven en el exterior tendrán que seguir entrando a la Isla con pasaporte cubano.
El cambio supone, de alguna manera, un paso positivo respecto a la Carta Magna vigente, la cual era tajante en este asunto. El artículo 32 precisa que “no se admitirá la doble ciudadanía. En consecuencia, cuando se adquiera una ciudadanía extranjera, se perderá la cubana”.
A finales de diciembre, en un resumen acerca de las propuestas de reforma que suscitaron más debate entre la población, Homero Acosta, secretario del Consejo de Estado, refirió que 1.309 de las opiniones recogidas solicitaban que se preservara la ciudadanía cubana tras la adquisición de una extranjera.
El proyecto final, aprobado por la Asamblea Nacional del Poder Popular, sufrió una modificación del 60% de su articulado; ahora está formada por 229 artículos, 11 títulos, dos disposiciones especiales, 13 transitorias y dos finales.

The new Constitution project that will be submitted to a referendum on February 24, 2019 in Cuba, includes among its novelties the recognition of dual citizenship for the natives of the Island, although the possession of a second passport does not imply that the authorities refrain from considering Cubans as someone immersed in some type of judicial process.
According to article 36 of the final text, which has just been published, “the acquisition of another citizen does not imply the loss of Cuban citizenship. Cuban citizens, while they are in the national territory, are governed by that condition, in the terms established in the law and can not make use of a foreign citizenship “.
This means that Cubans living abroad will have to continue entering the island with a Cuban passport.
The change supposes, in some way, a positive step with respect to the current Magna Carta, which was blunt in this matter. Article 32 states that “dual citizenship will not be admitted. Consequently, when a foreign citizenship is acquired, the Cuban will be lost. ”
