TRES “COMANDANTES HISTÓRICOS” CONTROLARÁN AL PRESIDENTE DÍAZ-CANEL EN CUBA.

Hoy, el retorno e inclusión en la nueva Constitución cubana de la figura de primer ministro, es clave para entender que Cuba no dejará de ser una dictadura militarista y totalitaria, aunque el cargo de la presidencia del Consejo de Estado la ocupe un civil, en este caso, el ingeniero electrónico Miguel Díaz-Canel.

Analistas independientes suponen que junto al general Raúl Castro, quien todavía ocupa las funciones de primer secretario del PCC, el poder militar, que la retórica del discurso oficialista llama «generación histórica» lo ostentan los «comandantes de la Revolución» Ramiro Valdés, Osmany Cienfuegos y Guillermo García Frías, además del histórico José Ramón Machado Ventura, un médico que no estuvo en Sierra Maestra, pero que fue el que controló la lucha clandestina contra Batista en las ciudades.

Para el abogado Abelardo Núñez las reformas a la Constitución solo tuvieron como objetivo entronizar el poder militar en Cuba. «La recuperación del término comunismo, el retorno de la figura de un primer ministro y el protagonismo de «Traición a la Patria» no dejan lugar a dudas de que es una advertencia para quienes pretendan rivalizar con los mandos militares», conjetura Núñez, recordando que traición a la patria, según refleja la nueva Carta Magna en su artículo 4, «es el más grave de los crímenes, quien la comete está sujeto a las más severas sanciones».

Pero serán los militares quienes detenten toda prerrogativa sobre qué será considerado como traición a la patria y cuáles serán esas severas sanciones como resultado de cometer dicho acto. Sobre la memoria colectiva de los cubanos aún continúa vigente la advertencia que enviara el régimen cubano con las conocidas «causa 1 y causa 2» de 1989, donde altos mandos militares y del Ministerio del Interior (Minint) fueron fusilados y otros sentenciados a largas condenas de cárcel por estar involucrados en supuestas operaciones de tráfico de drogas y de armas, tráfico de influencia, prevaricación, corrupción y cohecho.

Por otra parte, las riendas económicas están igualmente en manos de altos cargos de las FAR, a través de la corporación GAESA, que controla la totalidad de los activos del Ministerio de Turismo, el principal rubro económico del país. «Díaz-Canel es una figura de tramoya, así estaba pensado desde el inicio», reconoce un exmilitar y directivo de la Asociación de Combatientes en La Habana. «Se necesitaba una figura del pueblo, un civil, alguien joven, para limpiar la imagen de que Cuba es un país gobernado por militares octogenarios, pero la mano dura, las riendas, las verdaderas decisiones las tomará siempre el Partido y Raúl», dice este exmilitar con cierto orgullo.

Miguel Díaz-Canel fue casi un perfecto desconocido entre la sociedad civil en la isla. Su mandato como ministro de Educación Superior, durante el período 2009-2012, y su nombramiento como primer vicepresidente de los Consejos de Estado y de Ministros, en el año 2013, pasaron desapercibidos. Solo después de filtrarse, sospechosamente, fragmentos de una conferencia suya ante cuadros del Partido, celebrada dos meses antes de iniciarse el proceso de elecciones en Cuba a mediados de 2017, su nombre se repetiría entre los cubanos de a pie y opositores.

En aquella conferencia, con un discurso inmovilista, Díaz-Canel arremetería contra las redes wifi ilegales, los negocios privados con diseños de la época de Batista y otros proyectos que él creía albergaban contenidos subversivos. Un discurso que, en definitiva, parece no haber logrado convencer a los viejos militares del régimen.
