César Portillo de la Luz, nacido en La Habana el 31 de octubre de 1922, fue un músico, letrista y compositor cubano. A Portillo se le atribuye la fundación del género musical filin. El Miami Herald describió a Portillo como “un autor fundamental de la música latinoamericana” y “uno de los compositores más célebres de Cuba”. Portillo también es citado como “el letrista más distinguido de su generación” y “uno de los compositores cubanos más prolíficos del siglo XX”.

Portillo se enseñó a tocar la guitarra. Al principio, pintó casas para ganarse la vida y complementó sus ingresos dando clases de guitarra. En 1946, hizo su debut como guitarrista profesional en la radio. Le siguió un espacio semanal en Radio Mil Diez, lo que aumentó su popularidad.
