Officials of the Social Security Administration (SSA) in Miami rinsed CaféFuerte regulations governing access to social assistance benefits after growing questions in the community about the possibility that U.S. citizens and residents collect their monthly while they are in Cuba.
“The person is not eligible for SSI benefits or SSI [Supplemental Security Income, SSI, for its acronym in English] for any whole month you are outside the United States,” said Maria Diaz, spokesman for the SSA in the Southern District Florida.
The government program of SSI makes monthly payments to people, adults or children, low-income, older than 65, are blind or have other disabilities.
The official also said that U.S. citizens to settle in Cuba may not get paid there, according to the regulations established by the Treasury Department.
“If you are a U.S. citizen, you may receive the benefits withheld due to his stay in Cuba, once you are in a country where it can receive these payments,” he said. “Not in Cuba.”
Payments will not be collected or sent to the island through intermediaries.
Concerns and complaints about it have skyrocketed since the entry into force in Cuba of a new immigration policy, on 14 January, which allows Cuban immigrants stays up to 90 days on the island. Residents abroad can even request their return and permanent residence in the country, upon request to the diplomatic representations or the Ministry of the Interior (MININT).
Traveling to Cuba

Las personas que reciben ayuda suplementaria del Seguro Social y viajen para una estancia prolongada en Cuba perderían sus beneficios después de un mes de permanencia fuera de Estados Unidos.
Las autoridades de la Administración de Seguridad Social (SSA) en Miami aclararon a CaféFuerte el reglamento que rige el acceso a los beneficios de asistencia social luego de crecientes interrogantes en la comunidad sobre la posibilidad de que residentes y ciudadanos estadounidenses cobren sus mensualidades mientras se encuentran en Cuba.
“La persona no es elegible para beneficios de Ingreso Suplementario o SSI [Suplemental Security Income, SSI, por sus siglas en inglés] durante cualquier mes completo que esté fuera de Estados Unidos”, explicó María Díaz, portavoz de la SSA en el distrito Sur de la Florida.
El programa gubernamental de SSI hace pagos mensuales a personas -adultas o menores- con escasos ingresos, tengan más de 65 años, sean ciegas o tengan otro tipo de discapacidad.
La funcionaria aclaró también que ciudadanos estadounidenses que se radiquen en Cuba no podrán recibir sus pagos allí, según el reglamento establecido por el Departamento del Tesoro.
“Si usted es un ciudadano de EEUU, puede recibir los beneficios retenidos, debido a su estancia en Cuba, una vez que esté en un país donde se pueden recibir esos pagos”, dijo. “No en Cuba”.
Los pagos no podrán ser cobrados ni enviados a la isla a través de intermediarios.
Las inquietudes y quejas sobre el asunto se han disparado tras la entrada en vigor en Cuba de una nueva política migratoria, el pasado 14 de enero, la cual permite a los cubanos emigrados estancias de hasta 90 días en la isla. Los residentes en el extranjero podrán incluso solicitar su retorno y residencia permanente en el país, previa petición ante las representaciones diplomáticas o el Ministerio del Interior (MININT).
Viajando a Cuba
La flexibilización implementada por el gobierno de Raúl Castro incluye la opción de que las personas puedan permanecer fuera del país por 24 meses sin necesidad de solicitar un permiso, lo que abre la alternativa de poder acogerse a la Ley de Ajuste Cubano (CAA) y poder retornar a la isla sin clasificar como emigrado ante las autoridades cubanas.
Numerosos cubanos con residencia legal o naturalizados estadounidenses están viajando a Cuba por largos períodos o planean establecerse allí con su retiro. El gobierno cubano ha reconocido que anualmente retornan unos mil emigrados para quedarse en el país, muchos de ellos procedentes de Estados Unidos.
Unos 380 mil cubanos han obtenido residencia legal en Estados Unidos y más de 189 mil se han naturalizado como estadounidenses durante los últimos 12 años.
