CUBANOS viajando hacia ESTADOS UNIDOS en “Niveles Historicos”
Las visas otorgadas a cubanos para visitas de intercambio cultural y profesional a Estados Unidos crecieron en un 40% durante el pasado año como parte de una explosión sin precedentes de los viajes familiares desde la isla.
De acuerdo con cifras entregadas por la Oficina de Intereses de EEUU (USINT) en La Habana, durante el período fiscal 2013 -concluido el pasado 30 de septiembre- fueron concedidas 2,327 visas a cubanos para viajes de negocios o razones profesionales como exhibiciones artísticas, conferencias y eventos académicos y culturales. Este tipo de visas se identifica como B-1 y solo se estamparon 1,621 en el 2012.
Las estadísticas obtenidas por Diario Las Américas muestran también un incremento general del 108% en las visas de no inmigrante (B-2) para visitas familiares en el 2013, cuando un total de 29,927 consiguieron ser aprobados para viajar legalmente a EEUU.
“Definitivamente, el flujo de cubanos hacia Estados Unidos está en niveles históricos”, consideró el abogado de inmigración Willy Allen. “El mapa migratorio de Cuba y EEUU ha visto un cambio radical durante la última década”.
Política flexible
La flexibilización en el otorgamiento de visas estadounidenses ha coincidido con el paulatino restablecimiento de la política de intercambios académicos por parte de la administración de Barack Obama, desde el 2009, y la puesta en vigor de la reforma migratoria en Cuba, a partir de enero del 2013.
Desde la llegada de Obama a la Casa Blanca, las visas de no inmigrante se han disparado en proporción abrumadora con relación a la etapa anterior. Entre 2009-2013 los visados para visitas familiares y viajes de negocios alcanzaron los 103.349, duplicando el número de las concedidas en el quinquenio precedente (2004-2008), bajo la administración de George W. Bush: 51,144.
La cifra de visitantes cubanos desde 2009 es casi similar a la de visas de inmigrantes entregadas en la USINT, que supera las 112,000, más de 51,000 de ellas en los dos últimos años fiscales. Con excepción de los períodos fiscales 2001 (cuando se entregaron 18,092), 2002 (19,765) y 2007 (15,925), Washington ha cumplido al pie de la letra el compromiso de 20.000 visas anuales, fijado por los acuerdos migratorios bilaterales de 1994 y 1995.
Washington y La Habana sostuvieron este mes una nueva ronda de las charlas migratorias, interrumpidas en el 2011. En la reunión, la delegación estadounidense recibió información sobre los cambios recientes en la política migratoria de Cuba, y calificó las conversaciones como “respetuosas y constructivas”.
.. De acuerdo con estadísticas oficiales del gobierno cubano, durante los primeros 11 meses de la puesta en marcha de la reforma migratoria, unos 66,510 ciudadanos viajaron a Estados Unidos y solo el 40% de ellos ha regresado hasta el momento a la isla.
En una reciente entrevista, el coronel Lamberto Fraga, segundo jefe de la Dirección de Inmigración y Extranjería (DIE) del Ministerio del Interior, consideró positivo que “hay un grupo de personas que viaja a Estados Unidos y regresa en un tiempo prudencial, aunque reconoció que otros tratan de prolongar la estancia para beneficiarse de la Ley de Ajuste Cubano (CAA), vigente desde 1966.
Allen manifestó que es aún prematuro para establecer un criterio sobre la cifra de visitantes cubanos que regresará o no regresará a Cuba.
“En febrero o marzo de este año veremos si las cifras de solicitudes de residencia se incrementan o no”, dijo el abogado. “Pero el alza de residentes legales no se reflejará en las estadísticas de inmigración de Estados Unidos hasta el período fiscal 2015”.

The visas issued to Cubans in cultural and professional visits to the U.S. grew by 40 % last year as part of an unprecedented explosion of family travel from the island.
According to figures released by the Office of Interests of the United States ( U.S. Interests ) in Havana, during fiscal 2013 , ended on September 30 , were granted 2,327 visas to Cubans for business or professional reasons as art exhibitions , conferences and academic and cultural events . This type of visa is identified as B -1 and only 1,621 were printed in 2012.
Statistics obtained by Diario Las Americas also show an overall increase of 108% in the non-immigrant visa (B -2) for family visits in 2013, when a total of 29,927 were able to be approved for travel to the U.S. legally .

Flexible Policy

In a recent interview , Col. Lamberto Fraga, deputy chief of the Immigration and Nationality Directorate ( IND ) of the Ministry of Interior considered positive that ” there is a group of people traveling to the U.S. and back in a reasonable time , but acknowledged others try to extend your stay to take advantage of the Cuban Adjustment Act (CAA ), in force since 1966.
Allen said it is too early to set a criterion on the number of Cuban visitors return or not return to Cuba .
“In February or March of this year we will see if the numbers of applications for residence increases or not,” said the lawyer. ” But the rise of legal residents are not reflected in the statistics of U.S. immigration until fiscal year 2015.”
