Foreign Minister Jose Manuel Garcia-Margallo, said today that Spain wants to “lead the negotiations with Cuba” in collaboration with the United States, a country with which he assured, “ongoing conversations” are maintained.
At a breakfast meeting of the Forum New Economy Minister has referred to Cuba to claim that the Caribbean island has started an “irreversible” process and been assured that economic openness must be accompanied by a political opening.
He asserted that when the PP government decided in 1996 to seek approval of the common EU position which determines the relationship to democratic progress and human rights of the island was “completely isolated” country.
Now, continued García-Margallo, is part of the Association of Caribbean States and the Community of Latin American and Caribbean States (CELAC).
“The international situation in Cuba has changed and if Spain had remained in the Common Position simply our Latin American horizon had disappeared,” he added.
Asserting that Cuba has the unanimous support of the countries of Latin America, especially Brazil and the Caribbean, García-Margallo and recalled that in November 2012 the then EU High Representative, Catherine Ashton, proposed to make a political and cooperation agreement with the island.

ESPAÑA SE HA PROPUESTO DIRIGIR ‘NEGOCIACIÓNES’ CON CUBA.
El ministro de Exteriores, José Manuel García-Margallo, ha dicho hoy que España quiere “liderar el proceso de negociación con Cuba” en colaboración con Estados Unidos, país con el que, ha asegurado, se mantienen “constantes conversaciones”.
En un desayuno informativo del Fórum Nueva Economía, el ministro se ha referido a Cuba para afirmar que la isla caribeña ha iniciado un proceso “irreversible” y se ha mostrado seguro de que la apertura económica irá acompañada de una apertura política.
Ha afirmado que en 1996 cuando el Gobierno del PP decidió solicitar la aprobación de la Posición Común de la UE -que condiciona las relaciones a los avances democráticos y en derechos humanos de la isla- era un país “completamente aislado”.
Ahora, ha continuado García-Margallo, forma parte de la asociación de estados del Caribe y de la Comunidad de Estados Latinoamericanos y Caribeños (Celac).
“La situación internacional de Cuba ha variado y si España se hubiese mantenido en la Posición Común simplemente nuestro horizonte latinoamericano hubiese desaparecido”, ha agregado.
Tras afirmar que Cuba cuenta con el apoyo unánime de los países de América Latina, sobre todo de Brasil y los del Caribe, García-Margallo ha recordado que ya en noviembre de 2012 la entonces alta representante de la UE, Catherine Ashton, propuso llegar a un acuerdo político y de cooperación con la isla.
Ha señalado que ayer propuso en Bruselas que España quiere por su posición histórica “liderar el proceso de negociación con Cuba” en colaboración con Estados Unidos, un país con el que se mantienen “conversaciones constantes”.
Se trata, ha continuado, de asegurar que el proceso de apertura exterior vaya acompañado de un proceso de apertura del Gobierno cubano y ayudarles así a desarrollar la ley de inversiones y la transición, en lo que España tiene experiencia.
“Es un proceso muy largo”, ha advertido el jefe de la diplomacia española, quien se ha mostrado seguro de que las peticiones que hizo en su reciente viaje a la isla caribeña en cuanto a los presos “serán atendidas”.
