El Congreso de EE UU, con mayoría republicana, aprobó este lunes el proyecto de ley del presupuesto de servicios financieros y gastos generales del Gobierno para 2017, que incluye varias cláusulas que implican un endurecimiento de las sanciones a Cuba.
La Cámara de Representantes limita de esta forma los viajes “pueblo a pueblo”, prohíbe el uso de fondos para el tráfico con propiedades confiscadas, las transacciones financieras con militares cubanos y el otorgamiento de derechos de marca y propiedad intelectual conectados a propiedades confiscadas por el Gobierno de La Habana. Del texto se retiraron, en cambio, dos enmiendas para eliminar las restricciones a las exportaciones agrícolas y los viajes a la Isla.
El republicano Mark Sanford retiró su enmienda relativa a los viajes reconociendo no tener el apoyo del presidente de la Cámara, Paul Ryan. Por su parte, la de Rick Crawford sobre agricultura, que tenía más posibilidades de ser aceptada, fue retirada por su promotor a cambio del compromiso del liderazgo de la Cámara y representantes por la Florida de buscar una solución a largo plazo para eliminar las restricciones de pagos en efectivo para la compra de productos agrícolas estadounidenses.
Mario Díaz-Balart confirmó su compromiso con Crawford recalcando que no por ello pondrá en riesgo la seguridad nacional o apoyará “al régimen de Castro, su aparato militar o sus servicios de inteligencia”.

La organización Engage Cuba, partidaria de la eliminación del embargo había destacado en un comunicado que “el impulso para el cambio de nuestras políticas sobre Cuba ha dado un cambio de rumbo e incluso los oponentes más directos a levantar el embargo se han dado cuenta de que su postura ya no es sostenible”.
Sin embargo, Díaz-Balart aseguró que la aprobación de estas cláusulas supone la confirmación de que “hay apoyo bipartidista en la Cámara para fortalecer las sanciones contra el régimen y que rechazan la política de apaciguamiento a la dictadura”.
