Intensifies flow of Cuban migrants toward United States.

A unas pocas semanas de cerrar el año fiscal 2016, el número de emigrantes cubanos que han ingresado a Estados Unidos asciende a 46.635, superando en miles la cifra total de los que llegaron en 2015 que fue de 43.154.
Según un vasto informe publicado este septiembre por el Centro de Estudios de Inmigración (CIS, sus siglas en inglés) estos números podrían ser mucho mayores, ya que “el flujo de cubanos hacia las fronteras de Estados Unidos a través de América Latina continúa creciendo”.

Las prensas locales en America Latina describen minuciosamente la crisis migratoria que se desarrolló a principios de este año en Centroamérica, por la llegada de miles de migrantes indocumentados de la Isla en tránsito hacia la frontera sur de Estados Unidos.
Recoge la situación actual de Ecuador y Colombia, países que “albergan a miles de cubanos, aproximadamente 5.000 y 2.000, respectivamente”, como resultado del cierre de las fronteras de varios países centroamericanos al paso de emigrantes irregulares.
Sobre el particular Colombia, la investigación cita la carta que los 2.432 emigrantes cubanos varados en ese país enviaron a fines de julio al presidente de Estados Unidos, Barack Obama, pidiéndole una solución a su problema migratorio. También cómo Bogotá decidió devolver a los cubanos al lugar desde donde salieron o permitirles abandonar el país por sus propios medios, mediante un salvoconducto.
El informe destaca como sorprendente que “los cubanos prefirieron aceptar la llamada deportación voluntaria y usaron el salvoconducto para contratar coyotes que los ayudaran a cruzar la peligrosa selva del Darién para llegar a Panamá”.
“De hecho, la deportación voluntaria que se presentó como una medida humanitaria al problema migratorio, funciona en realidad como una política de frontera abierta en Colombia”, añade.
Igualmente manifiesta que ante tales medidas, el problema migratorio de los cubanos varados en Colombia se ha trasladado a Panamá, cuyo Gobierno se ha visto obligado a abrir campamentos en su frontera norte para atender a los miles de migrantes que llegan.
El estudio del CIS recoge un memorándum de entendimiento firmado entre los gobiernos de México y Cuba que favorece la repatriación sin restricciones y pone fin a una política permisiva vigente desde julio de 2015, que permitía a los indocumentados cubanos obtener un permiso temporal de varios días para cruzar el territorio mexicano rumbo a Estados Unidos.

En una carta enviada en días recientes destaca que nueve cancilleres latinoamericanos enviaron al Secretario de Estado, John Kerry, pidiendo que Washington termine los privilegios migratorios que otorga a los cubanos, en especial la Ley de Ajuste Cubano, que permite la entrada legal a territorio estadounidense a cualquier cubano que se presente a las autoridades en las fronteras, o toque tierra continental, por sus costas.
El CIS (Centro de Estudios de Inmigración), radicado en Washington, es una organización no gubernamental, fundada en el año 1985, dedicada exclusivamente a la investigación y análisis de temas migratorios. La organización recibe tanto fondos públicos como privados.
El informe del CIS concluye asegurando que el flujo migratorio cubano hacia las fronteras estadounidenses a través de América Latina prosigue un ritmo acelerado y no parece que vaya a decrecer próximamente.
