Uruguay, the new escape route for Cubans: “Request residence and period.”
Uruguay has become the new escape route for Cuban immigration, which finds the doors of the United States closed. More than 300 Cubans arrived in the South American nation in 2016 without going through a migrant post, but only 23 were able to approve the asylum application, according to El País Uruguay. The rest have not been deported. “They are presented, they ask for residence and period,” the newspaper said.
Uruguay requests visas from Cubans who want to enter their territory. To access the visa you must have a bank guarantee or property, which leaves no option for those born in Cuba. To get the residence you have to enter legal in the country or ASK FOR ASYLUM. Cubans opt for this second route because in this case the Uruguayan authorities do not ask how the country was accessed. They process the residence and period.
In total, 1,544 Cubans arrived in Uruguay last year, compared to 1,371 in 2015 or 523 in 2011. Almost 90% of newcomers to Montevideo are between 15 and 59 years old and many have managed to enter Uruguay through Guyana, who does not ask for a visa. The process is relatively easy: asylum must be requested on the border between Brazil and Uruguay and with this they manage to enter Uruguayan territory to process their request. There are also those who go directly to the capital of the country and there they appear before the authorities of the Ministry of Foreign Affairs to request some kind of international protection.
The route to Montevideo from Guyana.
The trip to Montevideo starts at Havana airport, where you have to catch a plane to Georgetown, capital of Guyana ($ 840). From there they take a taxi to Lethem, in the south of the country, and cross the river that divides Guyana from Brazil (this trip costs 60 dollars, but they charge up to 200). Once there they make their way to Boa Vista. At this point they catch a plane to Brasilia and then to Sao Paulo, where they sleep at the airport, and then arrive in Porto Alegre. They then board a bus to the border with Rivera, from where they can take a taxi or walk in Uruguay. Once in the country, they take a bus to Montevideo.
The massive arrival of Cubans in Uruguay has collapsed the process of asylum processing. Before the boom, the Uruguayan authorities took about three months to respond to asylum applications, and now they delay nine. Cuba and Libya have become the largest emitters of refugees to the South American country.

Uruguay se ha convertido en la nueva vía de escape para la inmigración cubana, que encuentra las puertas de Estados Unidos cerradas. Más de 300 cubanos llegaron a la nación sudamericana en 2016 sin pasar por un puesto migratorio, pero sólo 23 consiguieron que les aprobaran la solicitud de asilo, según recoge El País Uruguay. El resto no ha sido deportado. “Se presentan, piden la residencia y punto”, afirma el rotativo.
Uruguay pide visas a los cubanos que quieren entrar en su territorio. Para acceder al visado hay que poseer una garantía bancaria o propiedades, lo que deja sin opciones a los nacidos en Cuba. Para conseguir la residencia hay que entrar legal en el país o HABER PEDIDO ASILO. Los cubanos optan por esta segunda vía porque en este caso las autoridades uruguayas no preguntan de qué forma se accedió al país. Tramitan la residencia y punto.
En total, el año pasado llegaron a Uruguay 1.544 cubanos, frente a los 1.371 de 2015 o los 523 de 2011. Casi el 90% de los recién llegados a Montevideo tienen entre 15 y 59 años y muchos han logrado entrar en Uruguay a través de Guyana, que no les pide visado. El trámite es relativamente fácil: hay que pedir asilo en la frontera entre Brasil y Uruguay y con esto logran entrar en territorio uruguayo para tramitar su solicitud. También hay quien accede directamente a la capital del país y allí se presenta ante las autoridades del Ministerio de Relaciones Exteriores para pedir algún tipo de protección internacional.
La ruta hasta Montevideo desde Guyana.
El recorrido hasta Montevideo comienza en el aeropuerto de La Habana, donde tienen que coger un avión hacia Georgetown, capital de Guyana (840 dólares). De ahí van en taxi hasta Lethem, al sur del país, y cruzan el río que divide Guyana de Brasil (este trayecto cuesta 60 dólares, pero llegan a cobrar hasta 200). Una vez ahí emprenden camino hacia Boa Vista. En este punto cogen un avión hacia Brasilia y luego hacia Sao Paulo, donde duermen en el aeropuerto, para luego llegar a Porto Alegre. Luego suben a una guagua hasta la frontera con Rivera, desde donde entran en taxi o a pie en Uruguay. Una vez en el país, cogen un ómnibus hasta Montevideo.
La llegada masiva de cubanos a Uruguay ha colapsado el proceso de tramitación de asilo. Antes del ‘boom’ las autoridades uruguayas tardaban unos tres meses en contestar a las solicitudes de asilo y ahora demoran nueve. Cuba y Libia se han convertido en los mayores emisores de refugiados hacia el país sudamericano.
