Although the government prohibits any type of telecommunications device from entering the country without their authorization, many Cubans have entered camouflaged satellite dishes and other technologies to connect to the Internet. Authorities know that the sale of cable television services and illegal Wi-Fi networks are proliferating in Havana and other cities. “We have found a way to distribute and insert the content on the island immediately after it is recorded,” Mendes said. TV Martí is available through two satellites so the content is now recorded on the island and then distributed among cell phones, DVDs or flash memories.
Mendes added that the OCB recruited “a substantial number of people” to take charge of the distribution of the contents.
The transmissions of Radio and TV Martí have been considered by the Cuban government as acts of “subversion”. On Friday, Cuban-American Senator Marco Rubio said he would be involved in the search for a new director for the OCB.

Censuradas constantemente en la isla, las estaciones Radio y TV Martí, financiadas por el gobierno de Estados Unidos, han buscado alternativas para que sus contenidos lleguen a los cubanos, entre ellas la misma tecnología que llevó a la cárcel a Alan Gross.
Gross, un subcontratista de la Agencia de Estados Unidos para el Desarrollo (USAID) estuvo preso cinco años en Cuba, por llevar a la isla tecnología para conectarse a internet prohibida por el gobierno cubano. Ahora se sabe que el gobierno estadounidense también estuvo haciendo lo mismo durante años a través de la Oficina de Transmisiones a Cuba (OCB).
Varios Directores han pasado por la Agencia desde que esta fue creada en 1985 durante el gobierno entonces del Presidente Ronald Reagan y no siempre en una sustitución sin problemas internos en la búsqueda de una efectiva dirección.

Las autoridades saben que en la Habana y otras ciudades proliferan bajo cuerda la venta de servicios de televisión por cable y redes de wifi ilegales. Asimismo circula un servicio de distribución de contenidos variados (noticias, películas, videos, juegos, etc) a través de memorias flash y disco duros conocido como El Paquete.
“Hemos encontrado una forma de distribuir e insertar el contenido en la isla inmediatamente después de que se graba”, dijo Mendes. TV Martí está disponible a través de dos satélites por lo que el contenido es grabado ahora en la isla y luego distribuido entre celulares, DVDs o memorias flash.
Mendes agregó que la OCB reclutó “un número sustancial de personas” para encargarse de la distribución de los contenidos.
Las transmisiones de Radio y TV Martí han sido consideradas por el gobierno cubano como actos de “subversión”. Aunque está consciente de los riesgos, opinó que “solo las personas que viven en sociedades del primer mundo, que nunca han tenido que lidiar con una revolución o contrarrevolución y han vivido en democracias durante toda su vida, piensan que el cambio de régimen o la contrarrevolución real pueden suceder sin que nadie corra riesgos”.
Mendes nació en Portugal, donde presenció la llamada Revolución de los Claveles que acabó con el régimen autoritario iniciado por Antonio de Oliveira Salazar.

Pero la nueva estrategia ha quedado en el aire con la renuncia de Méndes esta semana. En un comunicado, el BBG dijo que el “foco de la OCB seguirá siendo el mismo”.
Tras una reunión con los empleados este lunes, Mendes dijo que sentía que había sido “empujado a renunciar de la agencia injustamente”: “Es algo extraño, pero es difícil ser un anticomunista en el BBG”.
Durante sus breves meses en el puesto, el funcionario “había realizado cambios en la programación de las emisoras y había experimentado con nuevos modos de distribución del contenido de las estaciones y del sitio digital en la Isla”.
Un grupo de empleados escribieron una carta dirigida al presidente Donald Trump en la que aseguran que Mendes “ha devuelto esta organización a los objetivos originales del presidente (Ronald) Reagan de informar al pueblo cubano, que en los dos años anteriores se vieron peligrosamente distorsionados por una política de apaciguar a la dictadura comunista cubana”.
Mendes será sustituido por el actual director de personal, Emilio Vázquez.
El viernes, el senador cubanoamericano Marco Rubio dijo que estaría involucrado en la búsqueda de un nuevo director para la OCB.
“Estamos trabajando en conjunto con el presidente Trump y su administración para encontrar a un líder fuerte que guíe a TV y Radio Martí en su importante misión de romper el bloqueo del régimen de Castro sobre las noticias y la información”.
